Orano USA is seeking a Risk Manager (Financial Analyst II-III) for our office in Lynchburg, VA to lead the U.S. Treasury team which supports the risk management and banking activities of Orano’s North American entities. The position reports to the Head of the U.S. Corporate Finance Department, a group that provides shared services support to Orano entities in North America. The group works closely with counter-party departments of Orano SA in Paris and organizationally resides within Orano USA LLC, headquartered in Bethesda, MD. The primary focus of the Risk Manager position is the (1) administration of the insurance program for U.S. affiliates, and (2) administration of financial assurance needs for U.S. affiliates. Additional duties include Banking oversight and back-up. The position demands extensive interface with various Finance personnel (general ledger, accounts payable, payroll), banks, surety and insurance brokers, affiliate Proposals and Operations groups, customers, and outside vendors. The position has one direct report.
Insurance:
• Act as primary contact for all insurance matters for the Orano entities in the U.S. in close coordination with Paris based insurance department and US based brokers.
• Handle all aspects of property and casualty insurance program, including: claims administration, data gathering and preparation for renewals, invoice review and approvals, budget preparation, premium allocations, filing compliance reports, maintenance of insurance certificates, etc.
• Review insurance language in contracts, negotiate changes to proposed terms that deviate from internal policy. Respond to urgent insurance matters for coverage needs or loss events.
• Provide expertise on nuclear liability exposures and coverages.
• Provide administrative support for Vermont based captive insurance company. Perform annual self-assessment (INCOME).
• Provide risk assessment and evaluate new coverage alternatives as needed.
Financial Assurance:
• Administer the Company’s $500+ million portfolio of parent guarantees, surety bonds and standby letters of credit. Responsible for accurate recording of guarantees database used for internal billings and public disclosures.
• Review performance security language in contracts, recommend changes to proposed language and/or credit support structure, and negotiate with customers. Identify deviations from strict internal policy rules and, where applicable, obtain management approvals of commercially required deviations in coordination with affiliate commercial teams.
• Coordinate internal approvals and arrange for issuance of financial assurance instruments (bonds, letters of credit, parent company guarantees). Handle renewals, costs estimating, invoice payments, and reporting.
• Administer intercompany funding arrangements (current accounts and medium-term loans) with French parent.
Banking:
• Daily liquidity management of USD cash pool, including wire transfers and cash

Education/Experience Requirements:
BA/BS in Risk Management, Finance, Accounting or related field, or comparable experience in lieu of degree, plus minimum 3-5 years of related work experience. An advanced degree (MS or MBA) may substitute for 1-2 years of related work experience.
The following are preferred and may differentiate those who apply:
• Commercial insurance experience preferred
• Commercial lending experience desired
• AFSB, CPCU and/or CTP certifications desired
• Nuclear industry experience a plus
• Treasury and cash management experience a plus
• Knowledge of written/verbal French language a plus
