Keep financial records and prepare annual financial report. Formulate and administer policies and procedures for development in management of the Collaborative affairs. Develop policies and procedures for procurement of goods and non-personnel services. Coordinate service operations, such as printing, duplicating, and office machine maintenance.
Supervise and coordinate custodial staff. Assist Executive Director with property management. Manage grant funds and reporting.PERFORMANCE RESPONSIBILITIES: 1.Coordinate, supervise and direct all business office functions, including clerical, purchasing, accounts, payable, accounts receivable, payroll and information processing.2.Prepare, administer and audit NRIC operating budget.3.Formulate policies and procedures governing financial relations.4.Develop and administer a computerized budget and accounting system, which is consistent with municipal and state requirements.5.Prepare a detailed monthly and annual financial statement for the Collaborative in budget format.6.Analyze and control all Collaborative expenditures.7.Prepare all financial reports required of the Collaborative and prepare all checks and control sheets, list of bills and itemized justification of same utilizing the computer.8.Account for all Collaborative revenues and all revenues received including State and Federal Grant Funds.9.Administer the Purchasing Policy as set forth by the Board of Superintendents.10.Act as the Collaboratives purchasing agent.11.Analyze all contracts and contract proposals and costs of same.12.Approve routine expenditures for goods, services and salaries.13.Administer the Collaborative insurance programs.14.Establish and administer an appropriate inventory control program for the Collaborative.15.Responsible for all financial reports required of Federal and State projects awarded to the Collaborative.16.Oversee the maintenance of all buildings, property, materials, apparatus and/or equipment use by or designated to be under the control of the Collaborative.17.Direct the preparation of technical specifications for equipment, materials, renovations and construction.18.Administer all activities related to NRIC vehicles.19.Direct the investigation and disposition of complaints relative to Collaborative buildings.20.Directly supervise the daily operations of all buildings and grounds and custodial personnel.21.Supervise all business and non-professional personnel, all labor negotiations and assure Collaborative compliance with all contract agreements assigned to the Collaborative.22.Cost all appropriate contract proposals submitted by all unions negotiating with the Collaborative.23.Assist in negotiations of all labor contracts under direction of the Executive Director.24.Assist in resolutions of grievances from the Union.25.Receive all budget requests from all coordinators and administrators and review same with the Executive Director.26.Provide periodic updates with administrators and coordinators as to the status of the budget.27.Act as advisor to the Executive Director on all questions relating to the business and financial affairs of the Collaborative.28.Interpret the financial position of the Collaborative to the Board of Superintendents.29.Serve as NRIC Administrator on the NRIC-EU Sick Leave Pool Committee.30.Develop NRIC marketing materials.31.Assist the Executive Director in pursuing potential revenue sources to supplement the work of the NRIC via grants and private foundations.32.Attend Board of Superintendent Meetings as required.33.Perform all other duties as assigned by the Executive Director of the Collaborative.TERMS OF EMPLOYMENT: Full time/BenefitsSALARY: As determined by the Board of SuperintendentsCONTRACT: As negotiated with the Board of Superintendents
