Position Summary This position will be a part of the Chief Legal Officer (CLO) team in the Division of Health Benefits (DHB).

The DHB Legal Office provides day to day legal support for the division including the provision of legal advice regarding Medicaid rules and regulation, drafting contracts and other legal documents, providing contract management support, reviewing responses to discovery and public record requests, and other legal assistance as needed.
This position is primarily responsible for supporting DHB’s legal team and will report directly to the Chief Legal Officer for NC Medicaid.

Job Specific Responsibilities Conduct legal research into complex issues including North Carolina administrative rules impacting DHB and the Medicaid program, North Carolina procurement rules, and federal regulations applicable to the Medicaid program, including eligibility, appeals, provider enrollment, and compliance.
Draft and/or review complex legal documents including data use agreements, RFPs, contracts, contract amendments, contractor notices of deficiency, and other contract management documents.

Assist with developing and/or providing training and education as requested to DHB employees about relevant laws, rules, and policies.
Track legislation and legislative requests.

Track and monitor federal and state reporting requirements.
Gather information and documentation for rules and related fiscal notes.

Provide paralegal support for legal team including tracking the status of legal requests, attending meetings for team members, drafting communications and other assistance as requested.

Minimum Education and Experience Requirements Graduation from an appropriately accredited institution for paralegal training and three years of experience as a paralegal; or Bachelor’s degree from an appropriately accredited institution and three years of substantive paralegal experience; or High school or General Education Development (GED) diploma and seven years of paralegal experience performing delegated, substantive legal work; or an equivalent combination of education and experience.
