Manages the development and preparation of the annual Rail departmental budget, including detailed support and financial analysis.
Implements program controls, by formulating procedures and criteria throughout Rail functional disciplines within the framework of the General Ledger and Materials Management System. Ensures that expenditures are properly tracked, reported, and recorded according to budget guidelines.
Manages the preparation of the monthly financial reports for Rail functional departments.
Manages the tracking and reporting of financial spending at a detailed level, including future projections.
Manages the development of detailed financial reports, which enables management to make critical decisions as to the availability, prioritization, and the reallocation of limited funds.
Manages, coordinates and prepares budget request and applications.
Formulates the development of quantitative and qualitative analysis to adequately support the Rail budget; provides appropriate explanation of financial status to senior Rail management to prevent budget overruns.
Manages the development of rail headcount, detailed labor budgets and workforce reporting from Human Resource Management System.
Manages the development, application, and maintenance of the department’s management information systems.
EDUCATION, EXPERIENCE, AND QUALIFICATIONS:
Essential:
Bachelor’s degree in Finance, Accounting, Business Administration or related area, from a US Department of Education accredited college or university.
A minimum of six (6) years of progressively responsible experience, including managerial experience overseeing employees engaged in finance/budget activities in a corporate, public sector, or non-profit environment.
Proficiency in Microsoft Excel and Access required.
Excellent written and verbal skills required.
