Title: Finance Manager
Reports to: Chief Executive Officer
Status: Exempt
Summary:
This management position is responsible for the day-to-day day oversight and annual and monthly reporting of the fiscal operations for NECIC. The position advises the Chief Executive Officer, the board, and the management team on matters regarding the fiscal effectiveness of NECIC. The position manages accounting functions including cash receipts, payroll, accounts payable, and fiscal reporting. Ensures the preparation of complete and accurate monthly and annual financial statements in accordance with generally accepted accounting principles. The position must adhere to NECIC’s board-approved fiscal and personnel policies and procedures.
Roles and Responsibilities:
1. Supervising all fiscal and payroll activities and delegates work, supervising and evaluating the Fiscal & Administrative Coordinator.
2. Preparing monthly financial statements and other financial reports for forecasting, program planning, and Board and staff decision-making.
3. Overseeing the timely preparation and submission of weekly payroll and all payroll remittances and reporting ensuring proper compliance with all labor and employment filings.
4. Grants Management to include budget preparation, monitoring, and reporting: preparation and submission of monthly disbursement/reimbursement requests, tracking grant funding, and responding appropriately to funder requests for financial information.
5. Assisting in the development and ongoing monitoring and performance evaluation of the organization’s operating budget to promote profitability.
6. Overseeing timely and accurate budgeting.
7. Preparing reports for various state and federal agencies and ensuring that NECIC is compliant with all relevant regulatory entities.
8. Overseeing and assisting with the annual audit process with an external auditor.
9. Ensuring timely filing of 990 tax returns each year with an external CPA.
10. Working closely with the CEO and the board of directors, finance and/or executive committees to make recommendations for setting and achieving financial and organizational goals, monitoring monthly income and expenses, profitability, and efficient

Created 12/052022 use of funding, and evaluating overall organizational finance performance in partnership with the management team.
11. Regularly evaluate the efficiency of business procedures and fiscal policies according to organizational objectives and helping implement improvements with the Operations
Manager.
12. Create, maintain, and monitor a system of checks and controls to keep the company safe from financial fraud.
13. Managing accounts payable and accounts receivable, relationships, contracts, and agreements with external partners, vendors, and clients.
14. Complete data analysis and forecasting methods weekly, monthly, quarterly, and annually as directed by the CEO.

Minimum Qualifications:
HS Diploma or equivalent or substantial/comparable accounting experience.
Knowledge of general ledger, journal entries, financial statements, and accounting functions.
Knowledge of and expertise with computerized accounting systems and sound working knowledge of spreadsheets and word processing.
Displays strong business acumen and ability to support business growth and operational efficiency.
Sound working knowledge of excel spreadsheets and word processing.
Must have the ability to work with confidential matters.
Thrives in a fast-paced, changing environment.
Familiarity with NECIC’s work including the Community Economic Development Plan.
Proficient with Microsoft Office suite (Word, Excel, PowerPoint, etc.).
Valid Driver’s License.
Preferred Qualifications:
Bachelor’s degree in Accounting, Finance Administration, Business Administration, or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities.
At least three (3) years of experience in government accounting, auditing, budgeting, or closely related activity.
Familiar with QuickBooks accounting software.
Experience with presentation software.
Familiarity with Asset-Based Community Development.
Understanding of principles of Bridges Out of Poverty.
Physical Demands and Requirements:
This position requires the employee to sit and/or stand for most of the day. Constant hearing, seeing, talking, communicating, reading, writing, and typing in an indoor environment.
