The Grants Finance Supervisor will plan, manage, and supervise the Grants Management functions for the Health Department and its annual budget. In this role, you will work to insure the County bills and collect all available revenue from federal, state, municipal, and non-governmental organizations. This position is responsible for leading account balancing activities (including payroll and other adjustments) and leading the preparation of federal reports and responding to audit requests.
As the Grants Finance Supervisor , you will:
Provide leadership, administration and coordination of the Grants Management Unit to ensure the collection from federal, state, municipal and non-governmental agencies and organizations
Supervise the performance of complex professional accounting and auditing for grant and revenue contracts
Hire, manage staff, and direct work efforts of the Grants Management Unit by setting priorities and direction
Coordinate staff and activities with other County financial services to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations
Interpret and apply laws, rules, regulations and fiscal policies and procedures to assigned work functions
Monitor accounts receivable to insure revenues are collected within parameters set in County Administrative Procedures
Review and interpret current, new, proposed, or revised laws, regulations, policies, and procedures to determine their financial impact on operating area, work functions, programs and/or grants; coordinate and make adjustments to fiscal systems as needed
Examine the department’s internal routines and controls; review scope and adequacy of internal and external audits; proactively determine and recommend corrective actions to senior management
Collect and analyze data to detect deficient controls, duplicated effort, inefficiencies/waste, fraud, or non-compliance with laws, regulations, and management policies

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education, training and experience will be evaluated.
Education/Training: Equivalent to a Bachelor’s degree, AND
Experience: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

Deep understanding of and experience addressing the systemic barriers that perpetuate disparities for community members who experience marginalization
Experience leading or supervising diverse teams
COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception as a qualification of employment.
