About the Finance + Contracts Manager Position

Job Description: Reporting to the CEO, this person manages the accounting, finance and contracts needs of the company, including providing information to leadership and program management by researching and analyzing accounting data, managing contracts and preparing reporting. The Finance + Contracts manager ensures that records are accurate, consistently maintained, and acted upon within the Enterprise Resource Planning (ERP) tools. This person will ensure all payment processing is accurate and timely. The Finance + Contracts Manager will interface with customer contracts officers and specialists to review and implement the required contract documentation including terms and conditions. They will interface with subcontractors to review and implement the required subcontract documentation. This key individual performs overviews of the accounting, financial, and contracts operations of the business in order to help it run efficiently and effectively.

Job Duties:

Accounting (AP/AR, P&L):

• Prepare, audit and process Accounts Payable, Accounts Receivable, invoices, bills, monthly reports and allocations, and DCAA compliance utilizing company tools. Manages all accounting and financial inputs and outputs using Microsoft Business Central ERP system. Use of Wide Area Workflow (WAWF) for all Government invoicing.
• Maintain current financial status on a regular basis by collecting and processing information, preparing balance sheet, profit and loss statement, project status reports and other reports as required.
• Retain constant awareness of the company’s financial position and act to proactively prevent problems and support company operations.
• Prepare, audit and process daily, weekly, monthly, quarterly and year-end accounting, including project and company reports.
• Prepare provisional rate budgets, actual rates, and annual ICE reports to DCAA.

Contracts:

• Review all contracts to ensure
• Terms and conditions are acceptable.
• Contracts are consistent and accurate to what was agreed upon.
• Negotiated terms are implemented.
• Milestones are met per schedule and invoiced in a timely manner.
• Team is aware of contract requirements and impending milestone deliverables.

• Notify customers of any changes, such as changes in milestone delivery dates or Statement of Work.
• Support proposal preparation with historical financial information.
• Review and set up NDAs with new customers.
• Manage all contract requirements and the interface with customer contracts personnel.
• Manage all contractual inputs and outputs within Microsoft Business Central ERP system. Manage contracts and deliverables in online tools provided by customers.
• Manage company’s S.A.M. database for Government contracting.

Governance:

• Ensure adherence to financial laws and guidelines.
• Keep current on the latest laws and regulations including EAR and ITAR.
• Apply for and manage export licenses.
• Federal Acquistion Regulations (FAR) and Defense FARS (DFAR) knowledge, understanding and implementation.
• Implement and adhere to General Accepted Accounting Principles.

Audit and internal control operations:

• Ensure adherence to financial laws and guidelines.
• Keep current on the latest laws and regulations including EAR and ITAR.
• Apply for and manage export licenses.
• Federal Acquisition Regulations (FAR) and Defense FARS (DFAR) knowledge, understanding and implementation.
• Implement and adhere to General Accepted Accounting Principles.

Skills and Requirements:

• Bachelor’s degree in Finance, Accounting or other relevant area, and a minimum of 7 years experience. Advanced degree(s) in related field may be substituted for 2 years of experience per degree. Certified public accountant is a plus.
• Understanding of Government contract requirements including FAR and DFAR.
• Comfortable working within an Enterprise Resource Planning (ERP) tool. Microsoft Dynamics/Business Central experience preferred.
• Strong understanding of Microsoft Office tools, such as Excel, Word.
• Ability to work independently on assigned tasks as well as to accept direction on given assignments.
• Ability to work collaboratively with the Leadership team as well as other personnel.
• Aerospace industry experience a plus.
• Negotiation and conflict resolution.
• Multi-tasking and time management.
• Possession of strong organizational and communication skills.

Pay: $70,000.00 – $95,000.00 per year
