The Manager of Water Resources will be responsible for the oversight, coordination, inspection, identification, tracking, and management of water resource issues on or resulting from MBTA facilities and associated infrastructure, as well as the coordination and tracking, and notification of water quality, capacity and. The Manager of Water Resources will oversee and manage outside vendors/and contractors, of the Energy and Environmental Dept. hired to perform these services. The Manager of Water Resources will work with all MBTA departments to ensure compliance with applicable Federal and State Regulations.
Duties & Responsibilities
Work with relevant Departments to develop programs to manage water resources
Review, analyze, track, and map all stormwater associated with MBTA property, and on MBTA construction projects.
Maintain and track all stormwater management plans for MBTA facilities.
Maintain wastewater permits associated with MBTA operations and capital projects.
Procure, oversee, and manage outside vendors and contractors to perform environmental work.
Work with departments and facilities to ensure and track compliant occupant notifications of hazardous materials.
Coordinate with MBTA Engineering and Maintenance; Transit Facility Maintenance, Capital Delivery Office of Chief Engineer and all MBTA Operational Departments.
Coordinate with State and Federal regulatory agencies for the notification, abatement, removal, disposal and tracking of hazardous materials.
Develop and manage the further development and expansion of the MBTA’s Municipal Separate Storm Sewer System (MS4) Stormwater Management Program.
Participate in the coordination of all service and material contracts including scope development and management of the procurement process.
Track, develop and report on best practices related to stormwater and wastewater management.
Provide and develop reporting and presentations for internal and external groups as needed.
Proactively engage all departments to communicate the social, environmental, and economic benefits of water resource management.
Coordinate necessary MBTA employee stormwater management training, and work with departments to ensure tracking of necessary training.
Coordinate with external parties (governmental and non-governmental) to establish partnerships that will allow the MBTA to ensure compliant water management programs.
Ensure all water related Best Management Practices and Standard Operating Procedures and Policies are compliant with the MTBA’s Energy and Environmental Management System.
The selected candidate will regularly interact with staff across the agency, including senior management, facility management, as well as professional staff in other MBTA departments (e.g., OCE, Capital Delivery, Real Estate, etc.)
The selected candidate will also oversee and manage the work of MBTA vendors working on water management issues (e.g., wastewater treatment operators, drainage management contractors, etc.)

Available to work as per assignment by the MBTA twenty-four (24) hours per day, seven (7) days per week as directed by supervisory to respond to environmental emergencies.
Minimum Requirements & Qualifications
Five (5) years professional experience in water and stormwater related programs.
One (1) year supervisory/lead experience
Bachelors’ degree from an accredited institution in environmental sciences, earth sciences, environmental engineering, environmental planning, or management, toxicology, or related field
Demonstrated understanding of stormwater and wastewater management programs, with particular emphasis on MS4 permitting programs.
Demonstrated experience working at or with public agencies regarding the identification, mapping, permitting testing and mapping of stormwater and wastewater systems.
Demonstrated understanding of Federal and State regulations applicable to stormwater, natural resource protection and other regulated programs involving water resources.
Experience working with the Massachusetts Department of Environmental Protection (DEP), Environmental Protection Agency and Massachusetts Water Resource Authority (or any other municipal water and sewer system.)
Effective organizational, analytical, quantitative and time-management skills.
Ability to use MS Office, CAD, or Graphics applications
Demonstrated computer skills including the following: Adobe, Outlook, and MS Office programs (Word, Excel, PowerPoint, MS Project, and Access).
Demonstrated organizational, analytical, multi-tasking, time management and interpersonal skills.
Ability to work seamlessly with other departments within the MBTA as well as external groups such as utilities, state agencies, vendors, and other organizations as appropriate.
Possess valid driver’s license with safe driving record
Ability to comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English
Substitutions Include
