The Massachusetts Department of Fish and Game ‘s (DFG) Division of Ecological Restoration (DER) restore s and protect s rivers, wetlands and watersheds for the benefit of people and the environment.
DER partners with nonprofit organizations , towns, individuals, and groups toimplement river and wetland restoration projects.
These projects improve habitat for wildlife and provide many benefits to communities. Benefits include reduced flooding, improved water quality, and public safety.

DER seeks a skilled finance manager with a passion for collaboration and healing the environment. This is an exciting and historic time to join the DER team, which in the past year successfully restore d / reconnect ed 34 river miles and restore d over 15 acres of salt mars h.
DER currently has 67 active Priority Ecological Restoration Projects in various stages of design, permitting and construction.
In addition to the great work DER has accomplished across the Commonwealth in the past year, DER has completed several important internal projects such as re-structuring to support the long-term growth and viab ility of the division, successfully grow ing our operational budget, received significant ARPA and Chapter 268 funding, and expanded our staff to include new positions.

The Division Finance Manager position is a collaborative leadership role which works with DER’s Director, Deputy Directors, Assistant Director, Branch Managers, Program Managers, and other staff to achieve DER’s mission to restore and protect rivers, wetlands, and watersheds for the benefit of people and the environment.
The Finance Manager will be responsible for oversight and management of :
Lead ing operational , capital, and federal grant budget planning, administration, monitoring and reconciliation in collaboration with DER and DFG leadership.
This will include s planning the annual calendar of fiscal activities, leading reoccurring fiscal year activities such as spend planning, capital planning and maintenance , and responding to any other fiscal requests or exercises.
They will w ork with DER leadership to develop transparent information sharing methodologies, proactive planning strategies , clear communication pathways and strong reconciliation practices.
Oversee procurement and grant activities and ongoing management for all DER programs , working to ensure that all procurements and grant awards are full y in compliance with the regulations of the Operational Services Division, Office of State Comptroller, awarding federal entities and DFG guidelines, policies and regulations and while supports programmatic goals.
This will include providing collaboration, fiscal support, oversight and compliance for core DER programs such as DER’s Priority Ecological Restoration Project Program, the Culvert Replacement Municipal Assistance Grant Program and the Restoration Partnerships Program.
Collaborate with DER Directors, leadership and program staff to align strategies, goals and priorities and build fiscal approaches, workflows and solutions that support DER and DFG’s immediate and long-term goals and strategic plans to build fiscal strategies that are scalable, sustainable and viable for the long-term .
Work with the fiscal team to identify areas of inefficiencies, proactively and productively problem solve with programmatic staff, and develop a sound fiscal work planning strategy for DER .
Work with fiscal staff to develop best practices for implementing internal controls into all fiscal workflows and processes.
Responsible for the leadership and supervision of a dynamic and newly expanded fiscal team, which includes a Procurement Specialist (PCII), Grant Specialist (PCII) and Account III.
Supervision will include completing all stages of the Employees Performance Review System, establishing individual team member work planning, establishing annual team work plan, ensure all fiscal team members are fully trained and supported to succeed in their positions and promote professional growth.
The Finance Manager will report directly to the Assistant Director of Operations and work in close collaboration with Department and Division leadership, including :

Success in this position requires strong creative and critical thinking to navigate the complexity and interdisciplinary nature of DER’s work, including a strong sense of collaboration and creative thinking and problem solving skills.
Success in this position will also require robust experience in fiscal management, staff supervision, familiarity with relevant state and federal regulations, familiarity with state and federal grant processes, advanced MMARS and Commbuys experience, and demonstrated leadership.

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.
e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
