Reporting to the country head / origination head, you will work together with other team members, advisers and partners to deliver all consent, permit and stakeholder engagement, and development requirements on our offshore wind projects, initially in an Origination stage and thereafter through Development and Construction periods, including:
Permitting & Consenting
Identify any development permits or consents required before commencement of construction and work to secure these and de-risk projects
Monitor government policies, laws & regulations changes, market trends related to the Offshore Wind project development, and apply key take-aways to the business strategy
Prepare and submit the permit application documents and obtain the permits in timely manner persuading relevant stakeholders
Interface with technical team for them to provide necessary design & engineering outcomes to be included in the permit applications in accurate and timely manner
Manage scoping, tendering and contracting processes to engage required advisors such as local engineering company, licensed administrative agent for the permitting and consenting purpose
Manage permitting milestone schedule, including identification of critical path, allocation of tasks to relevant parties and optimization of the plan in regular basis
Collect market intelligence including competitive landscapes, market practices and trends by interfacing with market participants such as developers, construction companies, equipment suppliers and specialized service providers
Report and advise key development issues to the team to build and manage overall project development strategy
Oversee the effective development and implementation of contractor’s health & safety management plans.
Stakeholder Management
Identify key stakeholders of the project and establish & implement the stakeholder management strategy
Build proper relationships with stakeholders and draw necessary supports in timely manner
Prepare introduction, explanation and marketing materials and make public presentation to the stakeholders
Establish public relations strategy and manage key participants including PR advisor, public affairs agencies, media, newspapers
Manage civil complaints including assessing the key issues, finding alternative solutions, negotiate the terms and reaching agreement that can be satisfactory to the permitting authorities perspective
Negotiate and agree the conditions of the monetary compensation to the stakeholders including fishing damage compensation, community contribution, profit sharing.
Prepare and update in regular basis the stakeholder management plan including categorization of stakeholders, key concerns, management strategy, key contact points, activities log.
Establish and implement local contents strategy including job creation, supply chain promotion, infrastructure investment with government entities together with the assistance from internal technical team.
Secure required land and right of ways for the onshore construction works.
You will have minimum of ten years’ experience working in energy and infrastructure project development, preferably in renewables sector and ideally in offshore wind activities. You will be able to demonstrate a working knowledge of local laws & regulations, development procedures, and market practices. Good communication skills are required, including official letter correspondence, contract review, permitting application, as well as presentation skills. You will also bring strong interpersonal skills to build intimate relationships with various counter parties and work well in teams.
