Project A Head Accountant is the administrative head of a specialized section
engaged in accounting and related activities such as reporting fiscal data
directly related to legislation, budget, cost, and financial forecasting. The
class is characterized by administrative responsibility for planning,
scheduling, and coordinating day-to-day activities of a large number of
professional, technical, and clerical employees.

Job Duties/Responsibilities The following are some of the key duties a Head Accountant typically
performs:

controlling functions of the Accounting and Disbursements Division.

Minimum Requirements Education:
Graduation from a recognized college or university with a bachelor’s
degree in accounting, business administration, auditing, finance, or a
related field, including or supplemented by the completion of courses that
provide at least 20 semester units or equivalent quarter units in
accounting. A bachelor’s degree in accounting is highly preferable.
Experience:
Four years of professional-level experience in accounting, field-auditing,
or analysis of financial systems and forecasting; this experience must
include two years of supervision of professional accounting personnel.
Two years of governmental accounting or governmental field-auditing
experience preferred.
Special: Certification as a Certified Public Accountant (CPA) is
preferable.

Supervision is defined as scheduling, assigning, and evaluating the work
of one or more subordinates, and responsibility for the work performed
by the subordinates; approving vacation and/or ill time requests;
including the initiating of staffing changes, and conducting and/or
administering the progressive discipline processes.

Desirable Qualifications The ideal candidate for the Head Accountant will possess the ability to
lead a unit while applying advanced governmental accounting theory and
practice, and a track record of successfully resolving a variety of complex
accounting issues;
Have a commitment to the accounting field as demonstrated by
possessing a Certified Public Accountant license, a history of consistent,
progressive professional advancement and accomplishments, and track
record of participation in professional educational and development
activities;
Relish the pace and the pressures of both large and small scale
technical challenges, they will welcome the opportunity to find creative
and innovative solutions to problems, and enjoy managing and working
with bright, motivated colleagues and staff;
Have the ability and experience using his/her critical-thinking and
problem solving skills to find solutions to a range of issues that will often
reach beyond standard accounting and disbursement issues; and the
insight to understand the impact of individual actions on the larger
picture;
Have a demonstrated capacity to use their technical accounting
expertise and skills in a way that improves the work product of the
department; This contribution can be made by improving or simplifying a
process, increasing efficiency or sharing his/her expertise through
training and mentoring staff;
Possess experience in successfully directing, organizing and managing
specialized accounting work activities and work performance of technical
accounting staff within a large organization;
Have a professional reputation for staying focused on what is expected
and what needs to be accomplished. And the resiliency to continue to
deliver quality work within an environment of changing priorities and
timelines;
Demonstrate solid experience utilizing project management and project
tracking methodologies to successfully monitor and track projects, in
order to ensure timely and complete work product;
Demonstrate ability to communicate technical and professional materials
clearly, effectively and professionally both written and verbally.
