Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Controller, Accounting Division this position will assist in the daily operations of the financial department of LAHSA. Areas of responsibility include professional level day-to day LAHSA direct programs and administration expenses management which is not limited to invoice processing, budget review and modification and contract amendment and actual expenses monitoring. This position primarily functions as disbursement manager assisting the controller.

Medical/Dental Insurance
LAHSA pays a portion of the premiums for medical and dental benefits to all full-time employees and their dependents. Employees are responsible for the difference in the premiums through automatic bi-monthly payroll deductions. Medical plans are administered through ADP TotalSource. The following are enrollment options:

VSP Vision Plan
LAHSA offers this voluntary comprehensive vision plan to all full-time employees through ADP TotalSource. It includes yearly comprehensive exams, lenses, frames and contact lenses. All premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.
AFLAC Supplemental Insurance
LAHSA offers this voluntary supplemental insurance to all full-time employees. Plan options include personal accident, personal cancer indemnity, personal short-term disability, and personal life insurance plans. Most premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.
ADP Flexible Spending Accounts
LAHSA offers employees this voluntary flexible spending account plan through ADP TotalSource. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.
LegalShield Legal Benefits
LAHSA offers this voluntary legal benefit which provides access to quality law firms. Other benefits include personal, business and pre-existing conditions medical advice, 24/7 emergency assistance, letter and phone calls on your behalf, legal document review and standard will preparation. All premiums are paid 100% by the employee through direct payment.
VPI Pet Insurance
LAHSA employees may purchase pet insurance through VPI. This insurance provides a financial safety net for unexpected veterinary expenses. All premiums are paid 100% by the employee through direct payment.
Life Insurance
LAHSA pays 100% of premium for $50,000 basic life insurance and AD&D coverage through ADP TotalSource.
Voluntary Life Insurance
Employee may purchase additional life insurance through Lincoln Financial Group for themselves, a spouse, and/or dependent children. Employee benefit may be elected in increments of $ 10,000 not to exceed 5 times your annual salary or $500,000 whichever is less. Guarantee Issue amount: $100,000.
Long Term Disability
LAHSA pays 100% of premium for long term disability coverage through ADP TotalSource.
State Disability/Unemployment Insurance
LAHSA participates in both state insurance programs.
Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial Advisors Corp. After 6 months of employment, employees are eligible for contributions of 5% of employees’ salaries with a qualification date of 500 hours or 6 months after date of hire.
**Temporary status employees are not eligible for 401A.
Deferred Compensation Plan
LAHSA provides an optional 457 Deferred Compensation Plan through Lincoln Financial Advisors Corp. Employees may elect to defer up to $18,000 per year of their earned salary for income tax purposes. Deferred earnings are not taxable until the time of withdrawal from the plan and/or retirement.
Vacation
Full-time employees accrue vacation leave at a rate of 2 weeks (10 days) per year, with an additional week (5 days) increase after 5 years of employment. Maximum accrual for vacation leave is 200 hours.
Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual for sick leave is 160 hours.
Personal Sick Leave
Full-time employees may use up to forty hours (5 days) of sick leave per calendar year for personal use. Personal sick leave can only be taken if the employee maintains a minimum of twenty-four hours of sick leave.
Paid Holidays
Full-time employees receive 12 paid holidays and 1 “floating” holiday per calendar year.
Parking
Employee parking is paid by LAHSA in an established nearby garage. Employees may elect to take public transportation which is also covered up to the amount of the company parking lot.
