POSITION TITLE:
Bond Accountant
JOB DESCRIPTION:
Primary Purpose: Perform accounting for bond funds and construction projects, create recurring and ad-hoc management reporting, and maintain compliance with established procedures, applicable law and regulations.
RESPONSIBILITIES:
Major Responsibilities and Duties
Construction Accounting
- Maintain complete records for all construction projects, ensuring all budgets are accurate and current.
- Compile all bond-related capital project budgets for approval and entry by the Budget Department.
- Maintain comprehensive multi-year accounting for all bond fund expenditures providing for the illustration of detailed expenditures by bond issue for each capital improvement project
- Provide information to contractors regarding status of payments and contracts.
- Prepare monthly, quarterly and ad-hoc financial reports that support effective administration of the bond program.
- Monitor bond program expenditures to ensure ongoing quality support for management decisions.
- Perform complex financial reconciliations on a quarterly basis to confirm bond program reporting agrees with general ledger balances and transactions (both budgeted and actual); provide to Budget and Finance Departments.
- Serve as the Facilities and Planning Department point person in communicating with the district’s Financial Services Departments.
- Process pay applications and invoices weekly.
- Assist Finance Department in preparing schedules supporting the annual external audit, and assist with preparation of the district’s annual financial report.
- Accumulate and analyze cash flow information for bond sale projections.
- Track purchases, delivery, acceptance, and payment of all FF&E (furniture, fixtures, and equipment) related to bond projects.
- Perform fixed asset accounting procedures; coordinate with Purchasing and Finance Departments to ensure proper recording.
- Review purchases and contracts for compliance regarding bond referendums.
- Track and apply labor costs of District employees associated with bond program support.
- Research, analyze, and resolve budget and accounting related problems.
- Lead process improvement efforts in areas of responsibility.
Safety
- Assist district in maintaining safety standards in conformance with federal, state and insurance regulations.
- Apprise the district of potential safety hazards as they arise at each construction project site.

EXPERIENCE:
Minimum Experience:
- Three or more years of construction accounting experience preferred
QUALIFICATIONS:
Minimum Education/Certification:
- Bachelor’s Degree in business management, accounting or related discipline
- Texas Association of School Business Officials certification preferred
Special Knowledge/Skills:
- Expertise in budgeting, accounting and reporting for capital project funds to include construction contracts, pay applications, retainage and project accounting
- Expertise in budgeting, accounting and reporting for capital projects funds
- Competency with financial reconciliations including the ability to identify and resolve anomalies in financial data
- Attention to detail supporting preparation of accurate financial management reporting
- Expertise designing, implementing, and monitoring financial processes
- Knowledge and understanding of fund accounting generally and specifically Texas school district financial operations
- Effective written and verbal communication skills
- Ability to work independently
- Advanced proficiency with Microsoft Excel
- Working knowledge of Adobe Acrobat, Microsoft Word and databases
