Job Description: The Program Finance Analyst will support the program managers in the accurate, timely and complete financial reporting for assigned programs and projects as well as responsibility for program finance processes and procedures. This role is expected to provide critical thinking support to PMs & leadership with strong assessment of risks, opportunities and actions needed to achieve business plans. Essential Functions: + The position partners and consults with multiple program managers to ensure accurate program financial reporting, forecasting and compliance to both accounting standards, contract requirements and government cost control guidelines. + Prepares budgets and schedules for contract work and performs and / or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. + Manage Estimate at Completions (EACs) and profit impacts for assigned programs. Promptly communicate risks and opportunities as identified to finance management and business partners. + Perform schedule risk assessments to identify and mitigate program cost and scheduling risks. + Ensures adequate funding availability by maintaining accurate records of expenditures, directing expenditure projections and ensure timely submission of incremental funding requests. + Incorporate contractual changes into control systems / ERP + Ensure compliance of program finance team with financial policies, practices and procedures at the division and operating unit. + Owns monthly revenue and COGS closing process + Completes quarterly financial deliverables including NRVs, Flux analysis, EAC change reporting. + Directs daily tasking of L1 and L2 PFA’s + Other duties as assigned. Qualifications: + Bachelor’s degree in Finance, Accounting, or closely related discipline with a minimum of 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience. + 2 years’ experience or more in ASC 606, Revenue from Contracts with Customers + 7 years’ or more experience of strong proficiency in Microsoft Office™package (Microsoft Outlook®, Microsoft Excel®, Microsoft Word®, Microsoft PowerPoint®, Microsoft Project®), Hyperion HFM/Planning and CostPoint ERP software a plus. + 7 years’ or more experience in analytical, project management and organizational skills with keen attention to detail. + 2 years’ experience or more in government contract accounting, including quoting, progress payments, milestone and percent of completion billing and earned value management. + 7 years’ experience or more in taking ownership, accepting accountability, and thriving under pressure. + Must be a US Citizen. Preferred Additional Skills: + Advanced proficiency in MS Excel + Ability to implement and train the application of Earned Value Management (EVM) methods is preferred + Experience with Federal Government contracting requirements – Federal Acquisition Regulations (FAR/DFAR), Defense Acquisition Regulations (DAR), and International Transfer of Arms Regulations (ITAR) required. + Experience with Costpoint, MS Project, Deltek Cobra, and MPM preferred + Prior Department of Defense experience L3Harris Technologies is proud to be an Affirmative Action/Equal Opportunity Employer.
