Manages all KAT financial, grant, and budgeting activities, including the administration and execution of KAT capital and operating budgets and the coordination of compliance with federal and state grant requirements.
Prepares and submits annual operating budget to the City of Knoxville’s Finance Department.
Monitors the organizational financial position and distributes internal and external periodic financial reports.
Manages accounts receivable by coordinating with the City of Knoxville’s Finance Department on receipt, disbursement, and accounting of funds.
Ensures KAT financial activities are executed in compliance with City of Knoxville policies and procedures.
Manages the Purchasing Card program for KAT in compliance with the City of Knoxville Program Policies and Procedures.
Reviews and approves requests for payment.
Monitors KAT system compliance with federal and state regulatory requirements for grant programs.
Maintains written policies and procedures related to the budget and grant programs to improve the cost effectiveness of KAT’s operations.
Works cooperatively with the Leadership Team to evaluate financial impacts of projects and programs and to assess grant opportunities.
Prepares programs of projects, project justification, and project budgeting for operating, capital and planning grants, both federal and state.
Assists in development of grant applications, drawdown requests, billings, reports, and close-outs.
Shares in the responsibility for implementing, communicating and working in accordance with KAT’s EEO Policy and Program.

· Bachelor’s Degree in Public Administration, Finance, Business Administration, or related field
· Prior supervisory experience desirable
· Master’s Degree preferred
· Minimum of three years working in a transit system and/or grant administration preferred
· Proficiency with Microsoft Office Applications (Excel and Word required)

The employee occasionally is required to stand, walk, and reach with hands and arms; climb and balance; stoop, kneel, crouch, or crawl. May experience repetitive motion of wrist, hands, and/or fingers. Occasional reaching above shoulders, below waist, and reaching waist to shoulder.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, peripheral vision, and the ability to focus.
The noise level is usually moderate, but may occasionally be loud.
While work is generally conducted inside under office conditions, the employee may occasionally be exposed to extreme weather conditions, fumes, dampness, dirt or airborne particles.
The employee may occasionally experience work place pressure.
