DCHS is searching for an innovative leader who will guide the Finance and Accounting Team supporting the Homelessness, Housing, and Community Development Division (HHCDD). This position plays a key role in the development and strategy for the biennial budget and provides strategic insight to Department leaders. WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday – Friday 8am – 5pm.
Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties
Supervise, mentor, and lead staff, including strategic planning, staff learning and development and conducting fund and program effectiveness assessments.
Coordinate with division leadership to manage finances and influence strategic plans and program implementation efforts, including preparing and presenting issue papers and policy analyses to explain and support complex fiscal and programmatic issues.
Partner and develop financial strategics with the HHCDD leadership and oversee corresponding financial and performance analysis to drive review and proactive decision making.
Manage complex grants, partnership funds, partnership agreements, and braided funding mixes to ensure accurate and timely reporting and develop innovative solutions to maximize funding.
Provide innovative and thoughtful insight for emerging resource needs for housing and community development programs, identifying additional funding for expanded program scope, and serve as the financial subject matter expert and act as the liaison for public & media records request, assist government relation staff with council inquiries.
Incorporate equity, race, and social justice principles into analysis to advance outcomes for historically and systemically marginalized communities.
Serve as the key liaison to partner agencies, including KCRHA, providing technical support to meet requirements of all interested parties; Ensure Master Services Agreement and Memorandum of Understanding agreements are properly operationalized.
Experience, Qualifications, Knowledge, Skills
Master’s degree in business, economics, public administration or accounting AND five years’ experience in financial management, or any equivalent combination of education, work and life experience that provides the knowledge, skills, and abilities necessary to perform the job
Demonstrated management and supervisory experience, including hiring, supervision, staff development and performance management; Ability to delegate, lead, and support staff to provide on-time and quality performance; Expert organizational skills and the ability to adapt to rapidly changing and competing deadlines
Advanced knowledge in public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting; Knowledge of GAAS auditing standards and GAAP accounting principles
Advanced knowledge and recent experience with federal grants, public or other restricted local funds and pass-through funds
Experience in reviewing and providing financial and political impact analysis of proposed legislation, RFP’s, grants, and changes in policies and procedures
Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations
Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences
Ability to work collaboratively with a diverse group of people, including Directors, program managers, and other partners to secure integrated work products
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
Knowledge of housing development and human services programs and not-for-profit environments
Experience in development and review of revenue and expenditure contracts involving purchase of services
CPA certification
Experience with the Hyperion budgeting system
Advanced knowledge of Oracle/EBS and Oracle reporting systems
LEAN knowledge and experience
