The Department of Human Resources mission is to partner with Johnson County departments, agencies, and offices to maximize the potential of employees-the County’s greatest asset. The current annual budget for the department is $3,475,136. The department employs 28 full-time equivalent employees. The Human Resources Department is responsible for managing the county’s compensation and classification system, employee training, recruitment, and retention, onboarding new employees, employee relations support for departments, agencies and offices, HRMS guidance, administering of performance management systems, and oversight of employment related compliance matters. Under the direction of the County Manager’s Office, the Human Resources Director plans, directs, manages and oversees the activities and operations of the department; coordinates assigned activities with other County departments, agencies and offices and provides expert assistance to the County Manager and other staff.
In preparation for the recruitment of the Human Resources Director, the County Manager has identified the following current short- and long-term issues and priorities that will require the energy, commitment, and expertise of the successful candidate, working with other cross-functional teams:
Assess the current structure and goals of the department, and implement changes to bring the department to the next level.
Update the current pay and compensation system.
Evaluate the current process for recruiting employees.
Fill critical vacant positions in the department.
Review and develop a plan to meet the technology needs of the department.
Review and update the department’s 2015 strategic plan.
Support and guide the voices of Inclusion, Belonging and Equity, our internal DEIB effort.
Strong record of continuous improvement in organizations they have served, willing to challenge the status quo and think outside the box.
Deep knowledge of human resources, including employment law.
Reputation as being visionary and knows how to take the department to the next level.
Strong leadership and managerial experience, including mentoring.
Experience in a large, high performing organization.
Self-directed, not a micro manager.
Creative problem solver.
Mindset of supporting the entire organization.
Promotes policies and practices that create a culture of diversity, equity, inclusion and belonging.
Comfortable setting expectations and holding people accountable.

Requirements:
A Bachelor’s Degree from an accredited college or university with major course work in human resources management, industrial relations, public administration or a closely related field; AND
Ten (10) years of increasingly responsible human resources experience, including three years of administrative and supervisory responsibility. Experience in the public sector is preferred. HRCI, SHRM certification or similar preferred.
The ideal candidate will have significant experience and a proven track record in local government human resources. Candidates who have experience in a jurisdiction of similar makeup and complexities will be favorably considered.
