We are seeking an Assistant Director Finance . More than 30 years ago, the Johns Hopkins Center for Communication Programs (CCP) was created to recognize the crucial role of communication in public health. CCP is housed within the Department of Health, Behavior and Society, one of the ten academic departments that constitute the Bloomberg School of Public Health at Johns Hopkins University. The Center is a global organization that manages 25 country offices and activities in more than 40 countries across Africa, Asia, and Latin America along with work in our hometown of Baltimore. Our more than 500 staff operate 25 awards funded by a diverse array of bilateral and multilateral donors and individuals, including United States Agency for International Development (USAID), the Bill & Melinda Gates Foundation, The World Bank, UNICEF, and others. Over the past several years, our annual turnover (sponsored revenue and expense) has averaged $100 million. Our work impacts public health indicators at a grand scale.
The Deputy Director of Finance and Operations (DDFO) is the deputy to the senior most finance and operations officer and provides information, advice, and counsel to comprehensive financial, operations, and administrative oversight of CCP. The DDFO supports CCP’s Director of Finance and Operations (DFO) as a resource to CCP’s Executive Director and its senior leadership. He/she provides leadership and management over CCP’s financial and operational processes to facilitate achievement of CCP’s strategic goals. The DDFO needs to bring critical analysis and a practical and strategic approach to problem solving.
Specific Duties & Responsibilities
Leadership, Strategy, & Unit Management
Support the DFO in collaborating with the Center’s leadership in setting and driving organizational vision and operational strategy.
Align organization’s mission with an operational strategy that encourages cooperation, accountability, innovation, and impact.
Align finance and operational processes and systems across the Center to support mission imperatives.
Works with the DFO to translate strategy into actionable goals for performance and growth.
Manage workload and assign countries and projects. Troubleshoot and problem solve with finance and program staff. Meet regularly with Country and Project Team Leaders to facilitate problem solving.
Forecast human resources needs for Finance and Operations Unit.
Supervise a team of Grants and Contracts and Financial management staff that supports global, regional, bilateral, and domestic programs.
Ensure that the tracking of staff salary allocations is equitably distributed amongst the finance unit staff.
Finance
Ensure the robustness of the Subrecipient monitoring system used by Finance staff. Conduct periodic desk reviews to ensure that the system is being correctly implemented. Determine any necessary changes to systems or procedures and oversee the implementation.
Develop a standardized method for ensuring that Finance staff are completing monthly reconciliations and budget tracking, which will be reviewed on a quarterly basis.
Function as a resource for the organization’s finance and accounting functions worldwide and provide expert advice and guidance on all financial matters.
Triage financial matters and route them appropriately.
Work within the policies and direction of BSPH and JHU finance and international operations.
Work with the new business development team lead to assign Finance staff to develop proposal budgets based on the Center’s growth pipeline. Review these budgets before they are deemed final and submitted to the donor as part of the submission package.
Oversee non-sponsored funds and small grants, ensuring financial management coverage, tracking, and routine reporting.
Supervise management of grant, gift, and project budgets for the Center.
Oversee all non-sponsored accounts to include monthly and/or quarterly reports on all finances for the Center.
Ensure that all accounts are monitored and balanced to prevent shortfalls.
As designated by the DFO, participate in BSPH-related meetings, and respond to requests for information and data in an accurate and efficient manner.
As designated by the DFO, support departmental reporting requirements.
As designated by the DFO, support for financial reporting to BSPH, including base projections and 990 reports.
Ensure proper and accurate spending of all programs in accordance with JHU, State, Federal, and sponsor specifications.
Assist with the monitoring of contractual agreements to assure that all funds are received and deposited properly.
Serve as a delegate approver for SAP transactions and alternate departmental signatory.
Develop a centralized system for documenting, tracking, and closing the loop on investigations of any financial irregularities across CCP’s global offices and facilitate communication with donors on these matters.
May be required to manage or provide backstop support of sponsored grants and contracts occasionally.
Operations & Compliance
Maintain a culture of compliance ensuring adherence to donor, JHU, BSPH, Federal, State, and local business requirements, enforcing compliance and acting where necessary.
Ensure follow-up with JHU and the Center’s audit policies, procedures, and action plans.
Ensure that systems are in place for subrecipient monitoring and compliance, and that staff are properly conducting that oversight.
Model good knowledge management behavior and insist on similar behavior from staff.
Human resources & staff supervision
Promote a highly inclusive culture among finance and operations staff to ensure that members thrive, and organizational outcomes are met.
Commit to modeling and upholding CCP’s antiracist values by continually examining your work through a lens of inclusivity, aiming to dismantle bias both implicit and explicit
Hire, supervise, and manage the work of several CCP senior finance and administrative staff. Promote their development through training, counselling, and performance evaluation. Conduct timely annual performance reviews.
Work with CCP senior leadership to be sure staffing is adequate and that staff are working together as a team to meet compliance and sponsor deadlines.
Review, refine and revisit as necessary the structure of CCP’s Finance and Administration Unit to ensure clarity of roles, equitable distribution of work, effective use multiple levels of staff.
Oversee the development of continuing education systems that ensure the proper orientation and on-the-job training of the Center’s finance and administration staff worldwide.
Develop and standardize onboarding and training plan for new Finance hires ensuring staff have the training and support to do their jobs.
Minimum Qualifications
Bachelor’s Degree in accounting, finance, business, HealthCare management or related field.
Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Special Knowledge, Skills, & Abilities
Ability to communicate effectively in another language relevant to CCP’s programs, such as French, Spanish, and/or Portuguese is highly desirable.
Prior experience with SAP highly desirable.
Working knowledge of JHU administrative computing systems, including SAP, a plus.
Experience working in developing countries preferred.
Experience with international financial systems highly desirable.
