We are seeking a Finance and Accounting Assistant Group Supervisor to partner with the Group Supervisor to lead and influence a diverse and highly skilled team of 50+ staff to achieve group and department strategic goals in the core areas of Payroll, Travel, Accounts Payable, General Accounting, Billing Operations, and Financial Planning and Risk Management.
The Assistant Group Supervisor will lead and implement large and complex accounting changes driven by new governing rules and regulations (GAAP, CAS) and evolving APL leadership strategic direction. They will promote the highest standards of excellence as they steer the ongoing evolution of the expansion and implementation of new toolsets. They will also work closely with the Finance and Accounting leaders and other leadership teams across the Laboratory, to amplify the group’s impact to the organization, and to build and sustain a culture of excellence and cross-enterprise collaboration.

Execution:
The Assistant Group Supervisor will interact with the Group Supervisor to meet group and operational performance objectives. They will lead and provide technical guidance and support for large and complex accounting changes to ensure the delivery of compliant and well-managed enterprise solutions. They will work closely with the CFO and department leadership to assist with special projects. They will also drive and implement scalable and adaptable technical innovation into our business practices that:
Employs an enterprise focus that builds a unity of purpose and recognizes interdependencies between all functional areas and partners
Delivers high quality and impactful products/services for our partners that attract and retain confidence
Proactively addresses constantly evolving business requirements
Optimizes performance through effective process management, efficient use of resources, and reduced cross-functional barriers
Moreover, the Assistant Group Supervisor will collaborate with the Group Supervisor on talent-related actions such as hiring, performance management, staff recognition, reclassifications, and staff accountability. They will provide unquestionable integrity with outstanding communication skills and effectively interact with all levels of staff. They will seek partner feedback and address opportunities/challenges as appropriate.
Organizational Competencies:
Responsible for establishing and promoting a climate conducive to intellectual curiosity, adaptability, creativity, innovation, collaboration, growth, productivity, and respect for others. Draft personnel requisitions, interview candidates, collaborate on the hiring decisions, and share functional/technical knowledge within and beyond the group. Implement practices that ensure compliance with contractual requirements, Federal Acquisition Regulations (FAR), Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), and benefits accounting rules and regulations. Resource the section at the correct level and ensure responsibilities and competencies are appropriately aligned. Work collaboratively across the Department and APL to foster a partnering approach that enhances the team’s impact to the organization. Facilitate and lead the implementation of group level operational transformation initiatives.
Staff Development:
Ensure that Section Supervisors are supporting staff development and coach staff as necessary, including receiving partner feedback throughout the year. Inspire and empower employees to instill a culture that embraces excellence, a solution-oriented approach and a story-telling mentality, diversity of thought, inclusion, and continuous improvement. Provide resources needed to train and develop the staff to meet current and emerging needs. Communicate often with the team regarding organizational vision and purpose, the development of goals toward desired outcomes, and provide continual feedback and coaching support. Identify and develop key talent for future leadership roles.
Operational Competencies:
Ensure the Section Supervisors have the resources, facilities, and tools needed to meet its mission. Promote the highest standards of excellence on every project. Assess, interpret, and present operational and financial strategies, as well as large and complex accounting changes driven by new governing rules and regulations (GAAP, CAS, and FAR), that enables APL leadership to realize their business objectives. Provide support to significant organizational changes; identify emerging opportunities and challenges; ensure effectiveness of risk management activities; and ensure compliance with GAAP, CAS, and FAR standards and effectiveness of financial risk management activities. Support the ongoing evolution of the group, including the expansion and implementation of new toolsets.
Qualifications
You meet our minimum qualifications for the job if you…
Bachelor’s degree in Accounting, Business Administration, Finance, or related field
10 or more years of professional experience in the areas of Payroll, Accounts Payable, and Accounting
5 or more years of relevant experience in a DoD contracting environment
Demonstrated success in formal leadership and management capacity
Experience with business application selection and tool development
Sound working knowledge of FAR, DFARS, and CAS; well-versed in all aspects of business operations
Proven ability to think strategically and lead valuable change in a useful and sustainable manner
Self-motivated, strong influencer with demonstrated ability to assess situations, collaborate across the organization, make timely decisions and communicate them clearly and concisely
Excellent interpersonal and communication (written and oral) skills, including the ability to effectively communicate at all organizational levels
Highly developed analytical skills with problem-solving aptitude at a conceptual level demonstrated in a dynamic and fast-paced environment
Working knowledge of business and office applications including MS Word, Excel, PowerPoint, Outlook – sophisticated Excel knowledge expected
Are able to obtain a Secret security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Certified Public Accountant (CPA) and/or Master’s degree in Business Administration, Finance, or related field
Professional experience with Travel, Billing, Financial Planning and/or multiple business subject areas
Experience with the following Oracle products: ERP Accounts Payable, Internet Expense, General Ledger, Projects, Project Billing, Hyperion/Corporate Finance, as well as Workday and Data Warehouse applications
Working knowledge of rate package preparation and/or indirect cost submissions
Sponsored program administration experience
Knowledge and experience with APL’s business applications/tools
