An Equal Opportunity Employer SALARY: $70,193.00 – $108,893.00 Annually THE POSITION: EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE DEPARTMENT OF ACCOUNTING AND FOR FUTURE VACANCIES AS THEY OCCUR. KIND OF WORK: Under general direction of the Accounting Director, performs professional level financial management and administrative work, involving oversight and supervision to professional accounting staff in accurate maintenance and financial reporting for various accounts, services, funds, and/or cost centers of the Parish. Provides supervision and training to professional accounting personnel under charge in use and application of the Parishs automated financial system(s). Act as backup to the Director for approval of expenditures, approval of purchase orders, approval of pay requests, approval of department payroll, etc. Assist the Director in the supervision of all department employees; assigns tasks and projects; monitors and reviews work; evaluates employee work performance; recommends salary increases, discipline/discharge, transfers, and promotions; recommends hiring of new personnel and conducts staff meetings. Provides administrative oversight for various work areas, i.e., grants, fixed assets, budgets, general and subsidiary ledgers, debt service, special revenues, capital outlay. Review and post all journal entries. Review and approve bank reconciliations prepared by accountants. Responsible for the day to day management and operations of the financial reporting sections of the Accounting Department. Responsible for assisting the Director in administering/managing department functions and operations and ensures compliance with applicable regulatory standards, generally accepted accounting principles, and approved policies and procedures. Performs related work as required. MINIMUM QUALIFICATIONS FOR ADMISSION TO EXAMINATION
Possession of a Bachelors degree or higher (accredited by one of the six regional associations of colleges) and successful completion of 150 hours of college coursework, including Accounting and Business coursework meeting the requirements for CPA licensure, as specified by the Louisiana State Board of Certified Public Accountants; PLUS, at least four (4) years of accounting experience gained post-Bachelors degree, to include governmental accounting/auditing duties. Must also have experience supervising staff.
Preferred: Preference will be given to applicants possessing a Louisiana CPA license and applicants with experience drafting government financial statements (including government-wide statements, fund financial statements, schedule of expenditures of federal awards, and related footnotes). Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate. KIND OF EXAMINATION (ENTRANCE AND PROMOTIONAL): The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing.
