Your Impact:
Jacobs is seeking a Financial Manager (Secret) to support an upcoming contract head-quartered at Andersen AFB, Guam. This program will manage and oversee the full range of United States Air Force (USAF) Global Prepositioned Materiel Services (GPMS) for United States Air Forces in the Pacific Theater of Operations. This program will provide Enterprise War Reserve Materiel (WRM) services in the U.S. Indo-Pacific Command (USINDOPACOM) Areas of Responsibility. To provide and maintain comprehensive, pro-active, integrated program management that focuses on meeting or exceeding customer requirements and ensures compliance to all mandatory, statutory, and regulatory requirements.

Job Description (Overview)

Responsible for the break-out and reporting of cost data associated with storage, maintenance, quality management, spare parts, and labor as specified in the PWS.

Responsible for submission of all invoices and reports and fiscal year (FY) cost projections and contract deliverables required by the contract.

Address funds status for that include cost data relating to labor, personnel insurance and taxes, other personnel costs, purchased materials and supplies, contractor acquired property, purchased services, general and administrative expenses.

Primary Responsibilities:
Provide cost data associated with storage, maintenance, quality management, spare parts, and labor as specified in the PWS.

Responsible for the financial analysis, tracking, and reporting of the GPMS contract.

Responsible for the management and preparation of financial and business-related analysis and research.

Responsible for financial modeling and forecasting.

Responsible for the completion of the monthly cost analysis, costs for completion analysis, as well as various contract specifications

Coordinates the budget, contract changes, and collaboration with the Program Manager

Coordinates financial operations with internal and external authorities

Review project orders and work instructions to ensure compliance.

Support GPMS Program Manager responding to Government taskings, requests for information, and other contractual documents.

Here’s What You’ll Need:
Basic Qualifications:
Qualification: Bachelor’s Degree from an accredited four-year college, Must be a U.S. Citizen with valid U.S. Passport and U.S. Driver’s License

Experience: 10 years of financial management experience in related type programs. A minimum of 14 years of financial management. experience in related type programs is acceptable in lieu of an undergraduate degree.

Certification: Lead Auditor Certified within last 3 years meeting current ISO 9001 standards

Clearance: Secret

Preferred Qualifications:
Highly desired: Air Force financial management and comptroller experience. Previous experience or knowledge of fiscal law, accounting and payment principles/procedures, contingency operations, financial management systems, and basic computer applications, Air Force organization, reporting requirements, analysis techniques, financial management policies, procedures and regulations, management principles, and controls, budgeting principles.

Ensure compliance with authoritative War Reserve Material (WRM) references which include but are not limited to AFPD 25-1; AFI 25-101; AFI 10-401; AFI 10-403; AFI 10-404; AFI 23-101; AFMAN 23-122; AFH 23-123 Vol 1 & Vol 2; DODD 3110.6.
