Primary Location:
Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.
All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Essential Functions:
Strategically and proactively evaluate and pursue opportunities to develop broadband programs.
Understanding of all possible solutions and service agreements that jurisdictions need to consider, ranging from acting in a support role to coordinate the efforts of qualified providers within communities; to partnering with utilities, businesses, funding agencies, and other entities; to becoming an internet service provider (ISP).
Monitor and report on the broadband climate, state and local needs, and available funding resources to make informed decisions regarding priorities in outreach and opportunity cultivation.
Facilitate remote and on-site meetings and provide regular status updates to IEM business development teams and leadership.
Provide end-to-end oversight for the execution of all broadband cross-project activities to achieve timely and outstanding deliverables, and customer service to program stakeholders.
Accurately interpret, explain, and apply rules, regulations, laws, policies, and procedures.
Research and analysis of complex, technical policy, political, and community-based topics.
Develop and drive deadlines, budgets and activities toward achieving milestones through collaboration, quality, and efficiency.
Supervise proposal and program teams to procure and implement broadband work.

Minimum Qualifications:
Bachelor’s degree from an accredited college/university in Information Technology, Telecommunications, Business/Public Administration, Community/Regional Planning, or related field.
Five (5) years of experience in grant-funded program development, project management, or directly related work performing similar duties and responsibilities.
Valid Driver’s License by date of hire.
Preferred Qualifications:
Experience with broadband funding programs; ARPA, USDA, FCC, Department of Commerce, CDBG and others, have proven experience developing large-scale, technology programs with successful community outcomes, and be able to provide expert knowledge of the telecommunication landscape and its relevant considerations, such as internet backbone, middle mile challenges in remote settings, fiber to the premise (FTTP), outside plant (OSP) construction and operation, conduit vs. pole attachment deployment, “dig once” and right-of way.
PMP certification.
