What You Will Do:
Maintains financial ledger and provides financial analysis of transactional data captured. Develops and maintains the organization’s work breakdown structure (WBS), aligning project budgetary information with projects and initiatives included in the organization’s IT portfolio. Develops and maintains a time phased budget baseline. Develops and maintains the organization’s Operating Plan and Phasing Plan. Coordinates with stakeholders on quarterly fund review requirements. Prepares data analysis and reports as required. Maintains knowledge of federal, Department, and Bureau financial and budgetary management guidance. Evaluates the organization’s current Budget and Finance Process to provide recommendations for improvement. Aligns procurements to available funds to ensure the organization does not enter financial commitments that they cannot fulfill. Performs analysis of contract financial performance.
What You Will Need:
Minimum 10 years financial management and accounting experience
An ACTIVE and CURRENT SECRET federal security clearance
Experience managing financial budgets in excess of $100M
Experience with Federal Financial Management include budget formulation, execution, and federal procurement regulations
Experience performing financial analysis of Government contracts including burn rate analysis and forecasting.
Experience interacting with and briefing with GS-15 and above government FTEs
Excellent communications skills including written, spoken, and presentation
Experience with the Federal Acquisition Regulations (FAR)
Experience building a WBS, Budget Operating, and Phasing Plans
Certified Management Accountant Credential
Experience working with excel, access, SQL, Tableau Desktop, and Tableau Server
Familiarity with State Department and the Managing State Projects (MSP) project cycle -Familiarity with the Software Development Life Cycle (SDLC)
ITIL certification or Lean Six Sigma
Project Management Professional (PMP) Certification
Experience with Government financial systems and tools, such as iMatrix, Integrated Logistics Management Systems (ILMS)/Global Financial Management System (GFMS)
Foundational understanding of emerging financial reporting structures in the Federal government, e.g. Technology Business Management (TBM) experience or Certified Technology Business Management Executive (CTBME) Certification
Familiarity with Federal Financial Management best practices and standards
CPA and/or MBA a plus
