The Associate Director for Medicaid Finance is responsible for providing leadership and guidance through overseeing the development, implementation, and evaluation of Medicaid Finance Program. This position also serves as a liaison to the Office of the Chief Financial Officer (OCFO) in the formulation and execution of the Mayor’s and DHCF’s budget.
Duties and Responsibilities
Provides leadership and direction to staff in the Division of Financial Analysis within the Office of Rates, Reimbursement and Financial Analysis. Oversees the various stages of budgeting including formulation, justification, and execution on behalf of the agency and in collaboration with the OCFO. Leads the agency’s formulation of the annual budget, determining additional funding requests necessary, forecasting provider payment needs to ensure services for beneficiaries are fully funded and assists in determining potential areas of savings. Prepares for budget reviews to the Deputy Mayor and Executive Office of the Mayor, as well as Council Hearings. Ensures a smooth budget execution by providing agency administrations and leadership financial analysis and support for contract independent government estimates and analyses, review of price proposal, oversight of invoice payment process and ensuring the financial plan supports contract cost need and meets federal and district requirements. Implements budgetary controls to ensure that DHCF is not anti-deficient. Oversees the process to complete cost benefit analysis and trends to support future health care coverage policy decisions and budget planning. Leads agency efforts in providing financial sustainability of coverage increases in the Fee Schedule.
Oversees the grants management process to ensure financial compliance and regulations from the beginning of the grant making process through the completion and subrecipient monitoring process. Responsible for ensuring budget is submitted to the OCFO to align with the grant requirements and any sub grants are allocated accordingly. Functions as the backup grant liaison with the federal government, including certain federal financial reports. Processes all requires budget modification and/or reprogramming in consultation with the program managers. Prepares a balanced DHCF budget proposal under the direction of the Deputy Director. Ensures that all grants fiscal management functions, including, but not limited to, use of funds and sub- recipient award and fiscal monitoring follow District and Department policies and practices, while meeting the specific provisions of the grant awards. Serves as lead agency contact for audits of grants. Serves as lead Administration contact for audits of grants from external and internal entities. Also reviews all APD funding documents for CMS and seek Capital or operating funding for these projects. Review invoices and all year end invoices for closing. Works with the CFO staff to ensure that all unpaid invoices are accrued. Directs the work of subordinate staff.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Tour of Duty: Monday – Friday; 8:15 a.m. – 4:45 p.m.
Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Pay Plan, Series and Grade: MS-301-15

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
