The Director of Finance provides leadership for the following: financial management, facilities and property management, administrative management of office systems and procedures, food service management, administrative technology management, and transportation management. Job RequirementsESSENTIAL DUTIES AND RESPONSIBILITIES: Oversees the daily financial operations of the school district providing the leadership and expertise to ensure that the system of financial controls effectively and efficiently safeguards the financial assets of the district in accordance with local, state, and federal laws and regulations and/or district policies.Oversees financial accounting, management, and reporting in accordance with the Government Accounting Standards Board (GASB)Assists the Superintendent of Schools in budget preparation, development, presentation, implementation, and monitoringMonitors the budget monthly, prepares quarterly projections, conducts periodic analyses, and reports results to the Superintendent of SchoolsConducts multi-year forecasting of revenues, expenses and other data (e.g., school enrollment projections) and prepares projection reports for long- range planning purposes and/or for strategic planningAssists central office and building administrators as well as other supervisory staff with issues related to budget administrationMonitors school-based accounting (e.g., student activity accounts) and district revolving accountsOversees district procurement and assists the Superintendent of Schools, as part of the budget authorization process, to expend district funds for materials, supplies, equipment, and servicesManages the preparation and execution of all school department bid proposals and contractual obligationsAssists the Treasurer in preparing billing notices to assess member towns proportionately as part of the school districts budgetNegotiates vendor contracts and makes recommendations to the Superintendent of Schools on behalf of the school districtProvides support to appropriate supervisory staff to ensure the maximum lifespan and cost effectiveness of all major equipmentMaintains a comprehensive property control programOversees and manages the the student transportation program including transportation contractsOversees and assists the Food Services Director to ensure the school food services program operates in accordance with local, state and federal laws, regulations and guidelinesOversees the Facilities Department and assists the Director of Facilities in developing a five to ten year capital improvement plan for the school and town buildingsOversees rental of school buildings and other related school district facilitiesWorks with the Director of Facilities to oversee EPA compliance (i.e., hazardous waste-Right to Know)Assists the Superintendent of Schools on issues relating to school building projectsServes as a consultant to central office and building administration on grant proposalsDevelops and administers school district management informationGeneral DutiesEstablishes and maintains positive working relations with the school committee, town and school district administrators/managers, town boards and committees, community organizations, town departments, school district faculty and staff, and the publicEstablishes and maintains a customer service orientation of the departmentDevelops in-service training programs in the areas of finance, human resources, and office practicesMaximizes the use of technology to integrate system-wide school functions and promotes productivityAttends school committee meetings and other meetings as assigned by the Superintendent of SchoolsSits on school district and town administrative committees as requested by the Superintendent of SchoolsStays current on issues relative to school financeCarries out supervisory responsibilities in accordance with the organizations policies and applicable law including interviewing, hiring, and training employees: planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problemsPerforms other duties and responsibilities as assigned by the Superintendent of SchoolsSupervisory ResponsibilitiesSupervises personnel and programs related to the following: district finance, procurement, transportation operations, Food Services, and FacilitiesQualification RequirementsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Educational ExperienceThe Director of Finance will possess, at minimum, a Bachelors Degree in business and/or a related field, although a masters degree in a related field is preferred: at least five years of work experience in business/financial management positions or a related field; certified as a MA School Business Administrator and/or certifiable; a demonstrated work record of accomplishments in business; prior financial experience in a central office school district setting preferred; experience in financial management, budgeting, planning, execution and oversight of numerous major projects.Language SkillsAbility to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups including staff, parents, and the general public.Specific Skills/Abilities: Strong analytical, computer and communication skills to support database management, forecasting, cost-benefit analysis and decision-making activities; thorough knowledge of federal, state, local, and school committee laws, policies, regulations and procedures relating to finance, budgeting, and employment; knowledge of sound management, budget planning and financial management principles and practices; labor relations and negotiations, public construction, municipal finance and town charter and by-laws; excellent organizational, management, oral and written communications and human relations skills. Demonstrated knowledge of Massachusetts Education Reform Act of 1993 (MERA) statutes.Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.Other Skills and Abilities: Ability to apply knowledge of current research and theory in a specific field.
Ability to establish and maintain effective working relationships with students, staff and the community. Ability to communicate clearly and concisely both in oral and written form.
