General Description
The purpose of the Finance Manager is to oversee professional, technical, and administrative direction of all financial functions and day to day operations of the Sheriff’s Office. This includes law enforcement operations, civil process and detention center functions. The Finance Manager will oversee budgeting, purchasing, payroll, inmate commissary management, inmate trust fund and inmate property management, property and inventory control, accounts payable and receivable, financial accounting and monitoring, contract management, and registration functions in order to assist the Sheriff’s Office in operating effectively and efficiently. This position is responsible for developing the policies, procedures, and systems which promote and maintain the overall fiscal and budgetary integrity of the agency. Position requires an extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the Sheriff’s business strategies.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Directs the preparation of a wide variety of regular and special financial reports, including the preparation of the Comprehensive Annual Financial Report (CAFR), Popular Annual Financial Report (PAFR), Budget, and other federal/state reports.
Manages day to day operations and planning, organizing, and directing programs and functional responsibilities of the department.
Analyzes, develops, and documents policies and procedures as well as controls related to all finance operations in accordance with applicable federal, state and local laws, policies and procedures, internal controls, and generally accepted accounting principles (GAAP).
Conducts and supervises agency policy analysis and prepares complex, routine and non-routine financial reports for the public and elected officials.
Prepares and presents agenda action items before the Board of County Commissioners.
Assesses the operations of the department and implements changes as necessary to improve the efficiency, effectiveness, and quality of services provided.
Manages the preparation and implementation of the Department’s operating budget including strategic planning and performance measurement. Communicating needs to internal and external stakeholders including elected officials and senior County leadership.
Maintains complete financial records and maintains and improves operational and financial processes within the department and the County.
Participates in the formulation of department policies and procedures, short and long-term goals and objectives, and related activities.
Monitors the performance of the outside contracts including but not limited to, auditing, actuarial, bill printing, banking services and meter reading.
Performs various analyses in the areas of policy analysis, program evaluation, financial analysis, financial forecasting, performance management, and cost analysis.
Reviews and approves journal entries, budget transfers and other transactions which are put into the financial accounting system.
Direct the support functions (General Accounting which includes payroll, purchasing, receivables and payables, Inmate Finance, Property, and Commissary and the Registration Division) of the Sheriff’s Office.
Position requires an extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the Sheriff’s business strategies.
Lead and direct the preparation and submission of the agency’s annual budget process.
Assist Majors and Directors in budget preparation, review accuracy of financial estimates of operating expenses and revenues, review appropriateness of requested funding levels, and submit budget for review.
Serve as Sheriff’s Office liaison to the County and attend all County Budget meetings.
Advise the Sheriff and executive staff on fiscal, budgetary, personnel and other related matters.
Make assignments to various staff in order to fulfill a request or business imperative. Ensure timely delivery of project.
Knowledge/Skills:
Knowledge of accounting concepts and principles
Knowledge of governmental accounting and practices
Proficient knowledge of word document software
Proficient knowledge of various spreadsheet and database software
Knowledge of NC General Statues applicate to the Sheriff
Skill in typing letters, reports and other documents
Good oral and written communication skills
Employment Law Knowledge
Knowledge of purchasing guidelines and business law
Minimum Education and Experience Requirements:
Requires Bachelor’s degree in accounting, finance or related discipline supplemented by six (6) years of progressively responsible experience in governmental financial management; an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.
Physical Demands:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses:
Prefers Master’s Degree in Finance, Accounting or closely related field.
Prefers Certified Public Accountant.
