Under general direction, serves as the division manager responsible for developing and implementing policy changes in division operations, directing the allocation of responsibilities to personnel within the Division, managing the scheduling of continuing work programs and special projects of recycled water, wastewater treatment and resource recovery and collection system operations and providing support to policy development activity in conformance with applicable statutes, regulations and policies and procedures.
Distinguishing Characteristics
This is a division management level technical recycled water and wastewater resource recovery system operations single position classification. This position must demonstrate a high degree of proficiency in making a wide variety of managerial and technical decisions that have District-wide implications in the operation of the District’s recycled water, wastewater treatment, resource recovery, and collection systems.
SUPERVISION RECEIVED AND EXERCISED
This position reports to the Resource Recovery Services Director, and receives general direction from the General Manager and Deputy General Manager.
This position exercises general supervision over supervisory and lead staff and technical and functional supervision over other subordinate operations personnel.
Primary Duties
Division Operations: Develops and administers the implementation of policy changes to divisional services. Develops and implements division procedures and standards for systems, equipment, personnel and other methods by which operations are conducted. Directs the preparation and implementation of operating procedures for administering recycled water and wastewater treatment and resource recovery services. Assures divisional employment and service activities are accomplished in conformance with applicable statutes, regulations and policies. Coordinates divisional cooperation with other agencies during responses to emergency or disastrous events.
Division Organization: Recommends the manner of allocating divisional resources and functional responsibilities to internal sections. Assigns responsibilities and duties to positions as approved and arranges for their proper classification. Justifies the merits, necessity and obtains budgetary authority to fund positions. Initiates actions to fill positions through employment procedures. Makes employment recommendations and directs the training and evaluation of employees. Formally evaluates the performance of employees with a direct reporting relationship. Makes recommendations for the formal commendation, discipline and discharge actions involving division personnel. Reviews and decides employee grievances unresolved at lower divisional levels.
Work Program Management: Prepares and presents regular and special reports, information and recommendations to the Resource Recovery Services Director, Deputy General Manager, General Manager, and the Board of Directors on work program status. Monitors operating and reporting status of divisional regulatory compliance activities; budget, service contract, registration and renewal control systems; and service activity levels. May develop and draft the specific language and detailed provisions of new or revised ordinances for inclusion in the District Code to set recycled water and wastewater treatment and resource recovery standards or requirements as assigned.
Service Planning: Gathers and accumulates information and data on developments and trends in legislation, regulation, and professional practices of industries related to division programs. Describes and quantifies division program activity, resources and relates to industry trends. Develops recommendations for long term service plans, associated time schedules and implementation strategies. Recommends short term objectives and prepares budget requests describing, quantifying and otherwise justifying funding requests for personnel, services and supplies, routine operating capital equipment and facility needs, and special division projects.
OTHER ASSIGNED DUTIES
Public and Staff Relations: Responds to inquiries from the public, customers, local officials, outside agencies, community organizations, and industry counterparts. Prepares analyses, reports, recommendations and position papers on recycled water, wastewater treatment, collection systems, and other resource recovery matters pending before legislative or regulatory bodies. Assumes responsibility for covering a part of the work assignments of other managers or supervisors during short absences. Participates in the activities of professional recycled water and wastewater treatment and resource recovery system organizations on behalf of the District. Participates in teams engaged with process and customer service improvements, cross-training, and team performance evaluations. Participates in District related committees, and staff functions. Participates in governing board and staff social functions. Performs other assigned work which is consistent with the responsibilities of the position and necessary to the operations of the division and the District.
Qualifications
EDUCATION: Associates’ Degree (or equivalent work experience, training, and education) in environmental science, biology, chemistry, public administration or a closely related field from an accredited college.
EXPERIENCE: Seven (7) years of experience in secondary wastewater treatment plant operations with at least four years of supervisory experience in a facility of comparable size and complexity to that of the District.
Knowledge of the following is required to perform the essential function:
Legal, regulatory, code and permit requirements applicable to recycled water and wastewater treatment.
Techniques of evaluating operating and regulatory reports and identifying deviations from established program schedules or standards.
Design, construction, operations, process monitoring systems and maintenance of secondary and tertiary wastewater treatment and resource recovery plants, wastewater collection systems, pump stations and recycled water distribution systems.
Chemical and biological processes involved in recycled water and wastewater treatment, including the effects of industrial wastes.
Technical regulations applicable to the operations of recycled water and wastewater plants, equipment and systems.
Techniques of preparing long and short term service projections, budget requests, and supportive justification.
Principles and practices of staff development, training and performance evaluation.

Physical Demands and Working Conditions
Work in normal office environment with controlled lighting and ventilation, and moderate noise levels.
May be required to work outside of normal business hours to respond to emergency situations or as operational needs dictate.
Periodic travel may be required for training, meetings, and other business purposes.
Frequent sitting at desk for prolonged periods while using computer and/or in meetings.
Occasionally reach above shoulder level to access or place files, paperwork or binders and related items on and off overhead cabinets.
Perform simple grasping, pushing, pulling, and fine manipulation.
Periodic kneeling, bending and/or stooping to retrieve or place documents, files and/or boxes on and off lower shelves, drawers or ground level.
Operate automobiles and field communications equipment.
Operate safety devices and equipment and apply proper safety procedures.
May be required to ascend and descend ladders and stairs, tolerate physical presence at heights of up to 75 feet on outdoor catwalks and exterior walkways of large structures.
May be required to perform work under confined space conditions.
Required Licenses, Certifications and Registrations
A valid California State Class C Driver’s License must be maintained at all times. Continued maintenance of valid driver’s license is compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District’s insurance program are conditions of continued employment.
A valid State Water Resource Control Board (SWRCB) Wastewater Treatment Plant Operator Grade V certification at time of hire or appointment.
