There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA; but will travel/drive throughout the County to attend meetings or other duties of the job.
San Mateo County Health operates on a decentralized finance model, with each division being responsible for its own fiscal planning and operations, with support and oversight by a Central Finance group. The Financial Services Manager II manages all components of the budget process, including budget monitoring, program budget development, projections and related analysis. The position also collaborates with other Financial Service Managers within Central Finance and other San Mateo County Health divisions, including San Mateo Medical Center, in responding to shared opportunities and risks as well as working with the County Executive’s Office and Controller’s Office.
Duties for the Financial Services Manager II position include:
Direct complex financial, administrative and operational activities including accounting, budget and contract monitoring, and other financial and administrative support functions including supervision of accounting and fiscal support staff.
Analyze, interpret and make recommendations to senior Health management regarding various financial reports, data, and proposals.
Develop, implement and interpret fiscal policies and procedures.
Analyze and make recommendations regarding the maximization of revenues and minimization of financial losses to support the delivery of public health services.
Maintain budgetary and fiscal controls, perform cost-benefit analysis, and provide forecasts of revenues and expenditures.
Monitor current and proposed federal, state and local legislation to assess its fiscal impact and be able to explain such impact to program staff and others as necessary.
Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of contracts and agreements.
Direct and advise staff in the planning, budgeting and record system needed to monitor and evaluate the effectiveness of assigned program responsibilities.
Respond to requests from Health’s Central Finance team or County Executive’s Office in coordination with other Financial Services Managers.
Represent the Division in San Mateo County Health financial decision-making.

Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Three years of increasingly responsible experience performing a wide variety of administrative, financial, managerial or automation duties in a large, complex public agency.
Knowledge of:
Federal, State and local laws and regulations applicable to assigned area of responsibility, such as public liability and/or accounting laws.
Advanced principles and practices of fiscal resource planning.
Advanced principles of financial administration, including public budgeting and reporting.
Advanced principles of financial and actuarial forecasting and financial analysis.
Basic principles and practices of County-wide operations and its administration and organization.
Principles of personnel training, supervision and evaluation.
Computer systems and applications as used within the County.
Skill/Ability to:
Plan, organize, supervise, coordinate, direct, organize and participate in a wide variety of advanced administrative and operational activities related to the assigned work section, program area specialty or department.
Coordinate activities with other departments, programs and/or outside agencies.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates’ application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
