The immediate challenges of the position include monitoring investment cost calculation, developing a budget monitoring and reporting system to provide regular financial reports to executive management; developing the proposed budget for the upcoming FY 23-25 budget cycle; continuing to develop fiscal breadth and leadership among other managers of the division; and taking a leadership role in various financial audits.
Primary Responsibilities
Initiate, direct and participate in complex financial, cost reporting, purchasing, A/P and A/R, and year-end close activities.
Reconcile investment portfolio to calculate earnings for the County pool.
Coordinate with other divisions and departments regarding the financial aspects of shared concerns.
Develop, administer, and provide training about financial policies, guidelines, and procedures.
Prepare and manage the Treasurer-Tax Collector budget.
Monitor current and proposed local legislation/regulations that may have a fiscal impact on the division. Participate in the development, implementation, and evaluation of new programs based on changes in legislation/regulation including fiscal impact analysis.
Select, supervise, train, and evaluate financial program support staff.
Direct and counsel assigned staff in the planning, budgeting, and record systems needed to monitor and evaluate the effectiveness of the assigned responsibilities.
Consult and collaborate with other managers to solve problems; develop and implement programs; and align programmatic and financial directions.
Monitor and evaluate the financial performance of the division.
The Ideal Candidate
Experience in the investment cost calculation.
Knowledge of complex governmental finance, including investment accounting, financial risk management, budgeting, reimbursement, and other financial projection methodologies.
Experience blended funding from multiple sources.
An understanding of local laws and regulations applicable to the financial operation.
Skill in developing and monitoring a complex revenue and expenditure budget.
Aptitude to plan, schedule and manage large-scale projects.
Expertise to direct and participate in the analysis of a wide variety of highly complex financial problems and make effective operational and/or procedural recommendations/decisions.
Ability to develop, administer and interpret policies, guidelines and procedures related to financial services.
Expertise in integrating awareness of compliance requirements into daily fiscal operations and oversight processes.
Understanding of the relationship of financial operations to organizational goals and operations.
Proficiency in preparing complex and detailed written reports, procedures, grant applications and contracts.
Experience in supervising, training and evaluating assigned personnel; successfully resolving complex personnel issues.
Ability to work cooperatively and effectively with a variety of public and private organizations and personnel.
Excellent communication skills, both verbal and written.
Examples Of Duties
Consult with and advise other County staff and the public regarding pertinent County-wide policy issues and participate in the development of standards and programs relating to these policies.
Monitor current and proposed Federal, State, and local legislation to assess its impact and to develop the County’s legislative response either in support of or opposition to such legislation.
Represent the Treasurer at monthly San Mateo Finance Officers Group (SAMFOG) meetings.
Participate in Investment and Finance related meetings as assigned.
Assist in the preparation and administration of the Departmental budget.
Be the backup for Assistant Treasurer (Investment and Finance Officer).
Coordinate, prepare, and submit a departmentwide Cost Allocation plan to the Controller Office annually.
Consult and cooperate with other department managers on relevant aspects of assigned program area; discuss organization problems and develop alternative strategies for dealing with those problems; assist in the implementation of solutions, as necessary.
Perform a variety of special assignments and prepare complex analytical and statistical reports in any of several areas of fiscal resource planning, as assigned.
Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.
Perform related duties as assigned.
Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
Education: Equivalent to completion of a bachelor’s degree in Public or Business Administration, Economics, Accounting, Finance, or a related field with coursework in accounting, finance, and business administration
Experience: Five years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a public agency
Knowledge of:
Federal, State and local laws and regulations applicable to assigned area of responsibility, such as public liability and/or accounting laws; advanced principles and practices of fiscal resource planning; advanced principles of financial administration, including public budgeting and reporting; advanced principles of financial and actuarial forecasting and financial analysis; basic principles and practices of County-wide operations and its administration and organization; principles of personnel training, supervision and evaluation; and computer systems and applications as used within the County.
Skill/Ability to:
Plan, organize, supervise, coordinate, direct, organize and participate in a wide variety of advanced administrative and operational activities related to the assigned work section, program area specialty or department; coordinate activities with other departments, programs and/or outside agencies; direct and participate in the analysis of a wide variety of highly complex administrative and operational problems and make effective operational and/or procedural recommendations; develop, administer and interpret policies, guidelines and procedures related to the assigned program area; plan, schedule and manage large scale projects; negotiate agreement between differing individuals and groups of individuals; monitor current and proposed Federal, State and local legislation and potential impacts on assigned area of responsibility; utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or agreement of a plan, activity, and/or program idea; work cooperatively with other County departments and public and private organizations; supervise, evaluate and train assigned personnel; communicate effectively both orally and in writing; perform complex mathematical and statistical calculations accurately; prepare complex and detailed written reports, procedures, and contracts; and establish and maintain effective work relationships with those contacted in the performance of required duties.

County Promotional. Only current San Mateo County or San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified, regular, probationary, SEIU or AFSCME represented extra-help/term position may apply.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates’ application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
