ABOUT THE POSITION
The County of Riverside
Temporary Assignment Program (TAP) seeks to fill Temporary Accounting
Technician I/II positions throughout the County of Riverside for
various departments. A pool of qualified candidates will be
established to fill current and future vacancies.
HOW IT
WORKS:

The Temporary Assignment Program (TAP) recruits and
hires temporary employees for all County departments. TAP assignments
are a great way to learn about working for the County while working on
a temporary, at-will basis.

EXAMPLES OF ESSENTIAL DUTIES
Accounting Technician I ($23.28 Hourly):
• Compiles,
monitors and researches data for reports and budget projections;
assists in the preparation, or prepares, complex statistical and
financial reports including reconciliation of various statements on a
weekly/monthly basis.
• Performs responsible paraprofessional
accounting work; prepares periodic statements and analysis of revenues
and expenditures; anticipates, identifies and resolves problems in
accounting operations.
• Prepares claims and expenditure reports;
prepares analytical reports on revenues and expenditures with review
of specialized/technical accounting records and processes a variety of
invoices and billings.
• Prepares reports on the status of services,
contracts, grants, fee receipts, entitlement and reimbursement
programs, accounts receivable, accounts payable and trust
accounts.
• May assist other staff in the solving of difficult and
unusual problems relating to payroll, accounts receivable, revenue and
cost accounting.
• Answers questions that involve searching for and
abstracting technical data to provide an explanation of laws, policies
and procedures.
Accounting Technician II ($24.5627 Hourly):
• Performs specialized/technical review with final
approval and control of fiscal records and accounts.
• Researches
and resolves a variety of difficult problems independently through
review of multiple records; exercises initiative in anticipating or
identifying problems or errors and follows up to resolve; forecasts
impact of potential actions/decisions.
• Interprets a wide variety
of complex policies, procedures, regulations, contracts and agreements
to determine their applicable provisions and clauses for assistance
with difficult problems and circumstances.
• Performs final review
of claims against the County which requires the verification of
compliance with instructions, specifications and provisions of
contracts which have complex terms and language that may be ambiguous
and/or have potential for expenditure of large amounts of County
funds.
• Supervises and reviews the work of a fiscal support unit;
resolves difficult problems pertaining to the work of the staff;
personally performs the more difficult work of the unit.
• Reviews
work procedures and recommends changes to be more efficient.
•
Trains staff in how to perform the work, including office/program
policies and procedures.
• Analyzes procedural and/or technical
problems; develops recommendations regarding resolution of other
problems and/or resolves the problems; acts as a resource to staff.
• Provides support functions to managers and professional
accounting staff in accomplishment of special projects and assists
with a variety of support functions.
MINIMUM
QUALIFICATIONS
Accounting Technician I:
Experience: One year experience as a Senior Accounting
Assistant with the County of Riverside or an equivalent
position.
OR
Three years of experience in the maintenance and
review of fiscal, financial or statistical records, including one year
in the reconciliation of accounts (experience in reconciling
governmental budget accounts is preferred). One year of the required
non-specialized experience may be substituted as listed under
Education.
Education Substitute: One year of the required
non-specialized experience may be substituted with the completion of
12 semester or 18 quarter units in accounting from an accredited
college or university. All required experience may be substituted with
a Bachelor of Science degree in Business Administration with an
emphasis in Accounting from an accredited college or
university.
Positions at these levels may require specific and
detailed knowledge depending on the area of assignment,
including:
Knowledge of: Governmental accounting systems, procedures
and regulations; the interrelationships of internal and external
recordkeeping systems, accounting systems and procedures containing
such items as expenditures, revenues, general ledger and related
accounting procedures; legal requirements of County contracts,
agreements, minute orders and resolutions.
Ability to: Understand
the relationships among fiscal or statistical records and documents;
understand transactions in terms of accounting codes and
classification; perform a wide variety of difficult and responsible
financial/accounting duties; maintain and monitor control totals of
primary accounting record sources and summarize and assimilate into
reports and other accounting documents; understand and interpret the
principles, laws and procedures involved in the bookkeeping and
auditing functions; gather and analyze a variety of financial data and
draw logical conclusions.
Accounting Technician II:
Experience: One year of experience as an Accounting
Technician I or Supervising Accounting Assistant with the County of
Riverside or an equivalent position.
OR
Four years of
experience in the maintenance and review of fiscal, financial or
statistical records including one year in the reconciliation of
accounts (experience in reconciling governmental budget accounts is
preferred). One year of the required non-specialized experience may be
substituted as listed under Education.
Education Substitute: One
year of the required non-specialized experience may be substituted
with the completion of 12 semester or 18 quarter units in accounting
from an accredited college or university. All required experience may
be substituted with a Bachelor of Arts/Science degree in Business

cts, agreements, minute orders and resolutions.
Ability to:
Effectively supervise employees engaged in performing a variety of
accounting support duties; understand the relationships among fiscal
or statistical records and documents; understand transactions in terms
of accounting codes and classification; perform a wide variety of
difficult and responsible financial/accounting duties; maintain and
monitor control totals of primary accounting record sources and
summarize and assimilate into reports and other accounting documents;
understand and interpret the principles, laws and procedures involved
in the bookkeeping and auditing functions; gather and analyze a
variety of financial data and draw logical conclusions.
In
addition to the above, some assignments may require:
Knowledge of:
accounting and business law terminology; the significance of the
accounting cycle, and the interrelationship of data contained in
various accounts; the principles and procedures used in the
preparation of financial statements and bank reconciliation’s;
mathematical techniques and concepts involved in collection,
organizing, interpreting, summarizing, analyzing and graphically
presenting numerical data.
Ability to: Communicate effectively
with the public and staff in other departments, requiring the
explaining of difficult and/or complex accounting systems or
procedures; interpret complex and/or varied source documents, laws,
regulations and procedures and apply them to varied or difficult
circumstances.
SUPPLEMENTAL INFORMATION
OTHER REQUIREMENTS:
Certificate:
Possession of the Fundamental Payroll Certification issued by the
American Payroll Association within 12 months from date of hire is
required for Accounting Technician I positions within the Payroll Unit
of the County Auditor-Controller’s Department. In addition, possession
of a valid California Class C Driver’s License may be required of some
positions in this class.

MISCELLANEOUS
RETIREMENT : County of Riverside has three retirement Tiers
through the California Public Employees’ Retirement System
(CalPERS).
A new member is
defined as any of the following:
CalPERS refers
to all members that do not fit within the definition of a new member
as “classic members”.
Contribution rates are subject to change based
on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with
a choice between two 457 deferred compensation plan
options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0410 or
more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation
is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay
period with unlimited accrual.
HOLIDAYS: Normally 12 paid
holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are
County paid; 2 additional days can be taken from accrued Sick Leave
balance).
BASIC LIFE INSURANCE: Equal to one times annual base
salary not to exceed $50,000 of term life coverage. Premiums are paid
by the County. Additional Supplemental Life plan is available for
employee purchase.
DISABILITY – LONG-TERM DISABILITY (LTD): Benefit
pays 66.67% of earnings to a maximum of $10,000 per month; 30-day
waiting period; pays to age 65. Benefit can be coordinated with other
available leave balances to provide up to 100% of pay.
POST
RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the
County towards retiree health insurance offered through the County as
governed by the applicable SEIU Memorandum of Understanding.
