This position will be supporting the VA data centers across the nation, specifically in the realm of minor construction projects (less than $20 million per project), operational budgets, accounting and project funding related to the VA NDCOL division via the VA ITRM organization. A successful candidate will have experience with:
Manage federal government program budgets.
Process daily federal government budget/accounting transactions.
Transfer of federal government funds between projects.
Federal government account reconciliations, forecasting, actuals to budget analysis.
Manage budgets of the federal government and/or the Department of Veterans Affairs (types of budgets – minor construction projects, operations, maintenance contracts, etc.)
Perform federal government budgetary and financial analysis.
Monitor/track execution of budget with funds from various sources.
Prepare reports to VA management.
Interpret and understand government contracting documents.
Knowledgeable in how to plan, analyze and evaluate the effectiveness of operating programs.
Able to use source data to evaluate the effectiveness of programs and business processes.
Able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations.
Effectively manipulate data to present program status.
Able to provide recommendations related to continuous improvement of business processes.
Experience using Microsoft Office products (Outlook, Word, Excel, etc.)
Primarily a sedentary position, sitting at a desk, but will occasionally require standing and walking.
Occasionally must be able to lift and/or move objects 10-50 lbs.
Specific vision abilities required – close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust/focus.
Must be a US citizen.
Experience with Strategic Capital Investment Planning (SCIP) tool and process a plus.
Technical writing skills related to facilities projects, such as Statement of Work and Performance Work Statements.
Clear understanding of appropriated vs franchise federal government funding.
Education:
Bachelor’s degree in Finance, Business Administration or related technical discipline.
Minimum of 10 years of related work experience.
8 years of relevant experience can substitute for education.
Clearance:
The ability to pass a Tier 2/Modest Background Investigation
