The Business Services Department (BSD) of the City of Tucson is seeking motivated and experienced finance professionals with proven success in managing the financial operations of a department. Ideal candidates will require excellent financial planning skills, technical skills, leadership, and organizational management skills.
The Department is organized around a principle of providing daily financial services to internal customers through a combination of satellite teams located both off-site at partner department facilities and centrally at City Hall. The satellite teams support the following departments: Police, Fire, Environmental and General Services (EGSD), Water, Transportation, Parks & Recreation, and Housing & Community Development (HCD). A team is also located at City Hall that provides financial services to all other departments. Currently, BSD has four openings for Police, Environmental and General Services, Transportation, and Mass Transit.
Finance Managers are responsible for managing accounting activities, play an integral role in the analysis and management of financial and budgetary department operations, assist in preparing the Annual Comprehensive Financial Report (ACFR) in accordance with generally accepted accounting principles and best practices. This position will supervise employees who process financial transactions and audit assignments. This position will participate in the long term financial planning, develop, and provide accurate financial reports, interpret financial information to managerial and leadership staff, recommend further courses of actions, analyze day-to-day financial activities, and contribute to the development of financial strategy and budget concepts.
General Description
Manages revenue and expenditure budgets and financials of a complex operation with various federal, regional and local funding sources. Works effectively and collaboratively with all levels of staff and manages a relationship between the satellite offices and central Accounting Operations. Partners with City leadership and contracted auditing firm(s) in the day-to-day financial management of the operation and contributes to strategic planning.
Developing and providing financial reports and interpret financial information to managerial staff while recommending further courses of action.
Analyzing day-to-day financial activities and, based on this analysis, provide proper guidance to upper management on future financial plans and goals.
Contributing fully to the development of strategy across all service areas, challenging assumptions and decision-making as appropriate and providing financial analyses and guidance on all activities, plans, and targets.
Monitoring and reviewing financial and ERP systems to ensure financial implications are clearly understood and documented; this includes plans for both operating costs and capital investments
Developing and monitoring departmental annual operating and capital budgets
Collaborating with departmental staff to strategically produce rate models and long-term financial plans for decisions by key stakeholders to include the community, Mayor and Council, and the City Manager
Essential Functions
Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit
Contributes to the needs of the community and City by implementing and causing others to implement the organization’s values and strategies by leading through example, competency, and accountabilities
Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors
Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance
Assists with the implementation, evaluation and interpretation of department policies, projects and procedures. Design and conducts operational, functional, and economic analysis of department programs and projects for consistency and effectiveness
Establishes work plans, gather and analyze financial and operational data, and prepare reports, listing assumptions, methodologies, findings and recommendations
Provides direction and oversight of planning, implementation, and management of all functions and resources of an assigned section to achieve the strategic objectives of the section and the City in an efficient and effective manner
Analyzes complex revenue data and explain the data in simple terms to management and elected officials
Prepare, develop, administer and manage section budgets and capital improvement programs by creating and preparing budget reports and documents, conducting research and studies, reviewing paperwork and procedures, projecting revenue and expenditure estimates, monitoring expenditures, coordinating the preparation of auxiliary documents, managing financial records, making recommendations, analyzing budgets and submitting prepared budgets to section administrators, deputy directors and directors. Develop performance measures in conjunction with national organizations
Coordinates the development or updating of rates to generate revenues, including formulation of the underlying financial plan and implementation of rate changes in a manner that incorporates public outreach and education, and compliance with local and state laws
Completes special projects assigned
Minimum Qualifications
Minimum Education Level & Type: Bachelor’s Degree
Minimum Experience Qualifications: At least 5 years experience in accounting, budgeting, or finance and use of financial or accounting software. At least 3 of required 5 years in a Lead Supervisory capacity in a related functional area.
“Lead” is defined as leading at least one (1) full-time FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.
“Supervisory” is defined as having supervised at least 1 full-time FTE.
Minimum qualifications must be met as listed above. We will not be accepting equivalency.
Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile, resume and the responses to their supplemental questions. The highest scoring applicants will then be invited to an Oral Board interview.
Virtual Oral Board Interviews will be held on January 20, 2023 via Microsoft Teams.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service list will be based on their final score which will be calculated as:
15% of your rating for education and work experience
10% of your rating for your resume
75% of your oral board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
