This position assists in directing the operations of the Finance Department. Minimum Requirements

Essential Functions Maintains regular and reliable attendance with a physical presence. Processes payroll for city employees; adds new hire data into system; inputs proper deductions, reviews timesheets for policy issues; utilizes software to calculate paychecks and proper benefit deductions; submits electronic bank files for payment; pays all benefits. Creates and updates budget worksheets to assist in the development of the annual budget. Creates and files all required quarterly and annual reporting for payroll. Reconciles bank statements and generates monthly reporting on revenues and expenses for Finance Officer and City Council review. Maintains capital assets records to include adding new assets, calculating depreciation, and disposal of old assets in the financial software program. Assists the Finance Officer in the preparation of financial statements and coordinates the annual audit by preparing or gathering required documentation for auditors. Files reimbursement requests for federal, state, and local grants; files grant-related quarterly and annual reports. Assists in answering questions and receiving payments for city utility and solid waste accounts. Performs related duties.

Knowledge of city payroll and benefits policies and procedures. Knowledge of Governmental Accounting Standards Board (GASB) guidelines. Knowledge of generally accepted accounting principles (GAAP). Knowledge of internal control procedures. Knowledge of financial reporting principles. Knowledge of auditing principles and practices. Knowledge of computers and job-related software programs. Knowledge of customer service principles and practices. Skill in managing the work of personnel. Skill in maintaining accurate financial records and in preparing financial reports. Skill in reviewing data for accuracy and completeness. Skill in oral and written communications.
Supervisory Controls – The Finance Officer assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities. Guidelines – Guidelines include GAAP, GASB pronouncements, Generally Accepted Governmental Auditing standards, South Dakota codified laws, Financial Accounting Standards Board pronouncements, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. Complexity/Scope of Work –
The work consists varied financial management, accounting, and supervisory duties.Strict guidelines and deadlines contribute to the complexity of the position. The purpose of this position is to assist in directing the city”s financial operations. Success in this position ensures the effective management and reporting of city assets.
Contacts –
Contacts are typically with city staff, accountants, auditors, accountants, bankers, and members of the general public. Contacts are typically to give or exchange information, resolve problems, provide services, motivate persons, or justify matters.
Supervisory/Management Responsibility – This position has functional supervision over Accounting Specialist, Utility Billing Coordinator, and Accounts Payable Technician in the absence of the Finance Officer. Physical Requirements The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects. The work is performed in an office.
