The OMF Finance Manager is responsible for the development and management of OMF’s General Fund budget and long-term financial planning processes for OMF General Fund programs and services. This position performs complex and technical analyses, financial projections and forecasts and works with OMF bureaus and program managers to develop budgets in accordance with Oregon state and local budget law.
Additionally, this position:
Oversees the financial management of staff assigned to the OMF General Fund in the Bureau of Human Resources, the Bureau of Revenue and Financial Services, Office of the Chief Administrative Officer and staff leading budget development and monitoring for the Mayor and City Council Offices.
Leads organizational and financial analysis and business process improvement for General Fund programs and services.
Manages the Business Operations Division’s Personnel and Administrative Team
Oversees operating and capital budget development and administration, including forecasting resources; monitors budget to actual revenues and expenditures and suggests adjustments; and manages quarterly and annual budget update processes and reporting.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.

To Qualify

Demonstrated experience applying strong financial management skills, including long range planning and strategy.
Experience presenting complex financial information to a variety of audiences in an understandable manner.
Knowledge of government finance concepts and principles and state and local budget law.
Ability to exercise independent judgment and initiative within established guidelines.
Experience establishing and maintaining effective working relationships with those contacted in the course of work; demonstrate tact, diplomacy, patience, and gain cooperation through discussion and collaboration.
