The Bureau of Environmental Services (BES) is seeking a highly motivated Capital Project Manager for the Capital Project Management Office (PMO). This recruitment is for one Capital Project Manager III who will report to the Project Management Division Manager in the PMO and may be used to fill future vacancies.
Capital Project Manager III (CPM III) positions provide overall project management for one or more concurrent large and complex capital projects (typically ranging from approximately $2M- $40M). These wastewater and stormwater infrastructure projects typically span multiple years for the design and construction phases. The CPM III will form, and lead project teams composed of engineers, technicians, construction managers, outreach specialists, and other professional and technical staff from across BES. CPM III positions are leaders in project management at BES, often providing mentorship or supervision to more junior project managers and taking on a variety of interesting and challenging projects. CPM III positions may supervise a small number of project managers and/or project assistants.
The position works closely with planning and operational work groups to develop project scopes and work plans, manage the overall project budget and schedule, coordinate staff and consultant resources, and monitor, manage and report on project progress and issues. The position is responsible for developing contract documents and procuring design and construction contractors. The position will also support ongoing process development and improvement efforts related to capital project delivery. In addition to the required qualifications, below, ideal candidates will have some formal project management training, and eight (8) years of progressively responsible experience with complex projects through project management, construction management, engineering, landscape architecture, or a related field, or equivalent combined education and experience. Experience with wastewater treatment projects, collection or surface water infrastructure, complex stakeholder and regulatory requirements, and/or procurement processes is preferred. Successful candidates will be excellent communicators, team leaders, and self-starters who approach their work with an attitude of service. They will be comfortable managing conflict, making independent decisions, elevating decision-making when appropriate, and working in a newly formed organization with evolving processes and guidelines.

The CIP is composed of multi-year infrastructure design and construction projects, including sewer pipe rehabilitation and replacement, treatment plant and pump station facility expansions and upgrades, stormwater conveyance and treatment facilities, and watershed restoration projects. Planned increases in the CIP in the coming years means a significant increase in project output to meet the needs of the bureau’s aging asset portfolio, as well as new regulatory requirements and the challenges of a growing city. The PMO works closely with the BES Engineering Services Group and other BES workgroups, City bureaus and partner agencies on a daily basis.

Work Location
This position’s work location is 888 SW 5th Avenue, 4th Floor (Pioneer Tower). Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.
COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Knowledge of and experience in the principles, methods, and practices applied in the design and implementation of strategic communications with a focus on internal communications.
Knowledge and experience leading the development and implementation of employee-focused communications programs and projects.
Knowledge and experience in delivering information to employee audiences using a variety of methods including presentations and digital platforms.
Experience providing strategic communications guidance and support to senior leadership for internal audiences.
Experience building and maintaining effective working relationships across a diverse organization of professionals
Ability to plan, develop, write, and present communications that are clear and compelling for a variety of audiences.
