Salary Range: $105,000– $139,000 DOQ
This is a full-time position reporting to the City Manager. Responsible for development and implementation of financial systems, ensuring compliance with all applicable policies, procedures, rules and regulations and laws. Oversees daily supervision of Finance Department, Customer Service, and Purchasing staff.

Responsible for planning, directing and coordinating the accounting and fiscal operation of the City, including Accounting and Budgeting, Payroll, Accounts Payable, Purchasing, Inventory, Capital Assets/Property Accounting, Utility Billing and Customer Service functions. Responsible for Treasury Management, as well as administration of municipal debt and bond issues, including the preparation of necessary financial and statistical data, and bond sale prospectus.
Prepares and administers the Finance Department budget, including Purchasing, Inventory, Capital Assets/Property, Customer Service, Utility Billing and Central Cashier, directs the preparation of the annual City operating and five-year budgets. Directs the preparation of annual financial reports for internal and external use. Responsible for development and implementation of special projects that contribute to or affect the financial systems of the City. Directs preparation of the City’s Comprehensive Annual Financial Report. Arranges for and supervises audits of the City’s financial accounts. Coordinates internal audits. Prepares reports required by regulatory agencies. Coordinates rate studies. Responsible for Cash Management Systems, Policies, Investments.
Qualifications
This position requires a broad knowledge of municipal financial activities.
Bachelor s degree in finance, accounting or business administration supplemented by five years of progressively responsible experience in accounting, budget and management, municipal governmental experience, including utilities, required. A thorough knowledge of GASB 34 standards required.
CGFO or CPFO certification preferred
Ability to coach/mentor at a high level required.
Familiarity with BS&A software applications as well as PC experience using Microsoft applications including Windows, Word, Excel and Adobe is highly desired.
Complete the required National Incident Management System (NIMS) training within 6 months of completion of probationary period.
Must have a valid Florida Driver s License
