Works under the direction of the Police Finance Manager in assuming a strategic role in the overall financial management of the division. Assists in providing timely and accurate analysis of budgets, financial trends, and forecasts for a $300 million budget. Manages the day-to-day financial operations of the division by implementing, supervising and monitoring all financial-related activities for accounting, finance, forecasting, strategic planning, job costing, legal, property management, deal analysis and negotiations. Recommends ways to strategically enhance financial performance and business opportunities for the division. Ensures that effective internal controls are in place and that the department is compliant with General Accepted Accounting Principles (GAAP) – and applicable federal, state and local regulatory laws and rules for financial and tax reporting. Provides information or clarifies policies and procedures for division management staff as requested. Develops, implements, and maintains a comprehensive job cost system and budget process. Supervises all aspects of the Finance & Accounting functions of the division. Evaluates and advises on the impact of long-range planning, introduction of new programs/strategies and regulatory actions. Establishes and maintains strong relationships with the command staff. Provides executive management with recommendations on the financial implications of business and police activities. Partners effectively with the City Finance Division and other Finance/Budget personnel.
Bachelor’s degree in Business Administration, Finance, Accounting, or a related field and at least eight (8) years in progressively responsible financial leadership roles with working knowledge of accounting, forecasting, budget preparation, and personnel/payroll operating procedures with six (6) of the eight (8) years of management-level experience in directing financial activities; or any combination of experience or training which enables one to perform the essential job functions
