Recommend action and assist in business and grant compliance, and coordinates assigned economic development activities with other divisions, outside agencies, the private sector, and the general public and perform related duties as assigned. ESSENTIAL FUNCTIONS AND Responsibilities: Analyze economic & fiscal impacts and make recommendations based on the risks and uncertainties associated with proposed economic development plans, strategies, or individual projects. . Assist the City Attorney’s office with contracts related to economic development performance agreements and monitors compliance of contract obligations. Perform analysis and review and make recommendations to amend or terminate active and ongoing economic development performance agreements based on non-compliance or other related factors. . Prepare compliance reports to submit to Director & other related departments which are required in order to process rebates or abatements on performance agreements. Make recommendations on development proposals, including responsibility for recommending contractual professional assistance where necessary. . Assess and analyze proposals and review all financials & pro-formas. Create & complete state-mandated incentive reporting documents to the state Comptroller’s office and adhere to strict state deadlines and requirements. . Perform on-site and/or desk audits of applicants of economic development incentives. Prepare annual budgets for the department’s portfolio of active incentive agreements. . Develop and implement policies and procedures for contract compliance and incentive application submissions for the department. Assist with decisions and recommendations with regard to management of any significant variations from development agreements. . Identify and report any risks and risk mitigation strategies related to development agreements to department director. Conduct general economic development duties as directed. . Will be required to drive a City vehicle for City business use. Performs other duties as assigned. . MINIMUM QUALIFICATIONS Bachelor’s Degree from accredited college or university in Finance and Accounting, Economics, Statistics, Analytics, Business Management, or Mathematics-AND-At least (5) years of experience in analytical economic development, financial analysis, budget development, compliance, financial management, or related fields.
