With administrative management oversight, plans, organizes, directs and manages the finance and accounting operations of the city in accordance with the authority delegated by the City of Lakeway charter. The Finance Director encourages interdepartmental collaboration and plays a critical role in the maintenance and development of all financial policies.

Duties include, but are not limited to:
Ensures the highest level of financial accountability and transparency to the City Council, city management and citizens.Maintains and encourages the highest ethical standards.
Recommends goals, objectives, policies and procedures to city management. Develops, monitors and revises financial accounting policies and procedures.
Responsible for the effectiveness and productivity of the Finance Department which includes oversight of the city”s financial system.
Manages and directs the oversight of the city”s procurement process, ensuring adherence to city policies and state procurement laws.
Encourages employee initiative in accomplishing work utilizing best practices while respecting the regulatory framework that guides service delivery.
Ensures sound fiscal, cash and debt management of the City which includes formulating and directing the city”s cash and debt management programs.
Develops and implements financial forecasts, plans, estimates and finance-related ordinances, resolutions and policies.
Schedules, assigns and supervises employee tasks and training to support departmental mission; completes employee performance appraisals and provides ongoing counseling and feedback.
Oversees and coordinates the annual independent audit and interfaces and provides information to independent auditor.
Provides analysis-based financial forecasting.
Provides technical assistance to Council, other departments, outside agencies, and the public.
Supervises payroll, accounts payable and accounts receivable.
Maintains comprehensive, current knowledge of Generally Accepted Accounting Principles (GAAP) as established by Governmental Accounting Standards Board (GASB).
Establishes and maintains internal controls.
Manages the preparation of the monthly, quarterly and annual financial reports.
Prepares and publishes all notices required for budget and tax rate approval.
Provides management and oversight of the city”s solid waste billing services and call center operations.
Maintains excellent customer service to both internal as well as external customers; communicates effectively, both orally and in writing, with management, citizens, employees and City Council members.
Conveys a positive professional image by action, communication and appearance.
Regular, reliable and punctual attendance is an essential function of the job.

Working Conditions and Physical Requirements
WORKING CONDITIONS
Work is mainly in an office setting.
Must be able to sit at a desk and use a computer for long periods of time.
Attendance usually required at City Council meetings, most which occur after hours.Attendance may be required at other meetings which could occur after hours.
Work occasionally requires travel, including over-night stays, involving training and conducting City business.
May encounter occasional stressful situations.
PHYSICAL REQUIREMENTS
Must be able to sit for long periods performing computer work and other administrative work.
Must possess general manual dexterity to operate computer, office machine, perform office functions, and reach items with hands are arms.
Must be able to bend or stoop to retrieve files, lift books, or other materials weighing up to 30 pounds.
Must possess mental acuity for attention to accuracy and detail.

Education, Certifications and/or Licenses
REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES
Bachelor”s degree in accounting, business administration or finance required.
A Master”s degree, Certified Government Finance Officer, and Certified Public Accountant is highly desirable.
Seven years experience in local government accounting, finance, and budgeting.
Five years progressively responsible supervisory experience.

Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Proof of citizenship and/or eligibility to legally work in the U.S.
Must possess and maintain a valid Texas Class C driver”s license, as defined by City policy.
Job Advertisement
The Finance Director leads and manages the Finance Department and the Solid Waste Department. The Finance Director interacts closely with all city departments and manages all financial functions for the city. The ideal candidate will have a degree in Accounting and preferably be a licensed CPA. The Finance Department consists of four employees: Director, Senior Accountant, Accounting Specialist for payroll and A/P, and a Purchasing Coordinator. The Solid Waste Department consists of two employees: Account Supervisor and Account Representative. The ideal candidate will have strong customer service skills to assist their various internal customers from the diverse city departments: Administration, General Services, Human Resources, Building and Development Services, Parks and Recreation, Activity Center, Swim Center, Public Works, Municipal Court and Police Department. The Finance Director will prepare and present accurate financial reports to the Mayor and City Council at least monthly in public meetings.
Hiring Salary Range: $115,000 – $140,000 annually, dependent upon qualifications

Retirement
The City is a member of the Texas Municipal Retirement System (TMRS). Employees contribute 7% of their gross wages on a pre-tax basis to TMRS. The City matches 2:1. Thus the city contributes 14%. You are vested after five years of employment. Vested employees will receive their own and the City”s matching contributions, plus interest upon retirement via monthly payment options. You are eligible to retire once vested and age 60 or 20 years of service at any age. While working you also have a supplemental death benefit equal to 1 times your yearly salary.
Holiday
The City recognizes 13 Holidays per calendar year. New Year”s Day, MLK Day, President”s Day, Memorial Day, Juneteenth, July 4th, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving and the Day after, Christmas Eve and Christmas. Effective immediately.
Sick Time
8 hours per month with a maximum of 480 hours. May be taken at the first of the month following one month of employment.
Vacation
8 hours per month for the first five years. Accrual rate increases after 5 years and 10 years. May be taken at the first of the month following one month of employment.
Personal Time
16 hours per calendar year. May be taken at the first of the month following one month of employment.

Long Term Disability
The City pays for long term disability which covers 50% of monthly pre-disability pay. The maximum monthly benefit is $5,000.
Life Insurance and AD&D
$10,000 guarantee issue provided by the City. Supplemental life insurance and dependent life insurance is available.
Longevity Pay
All full-time employees will receive $48 of longevity pay per year after the first year of employment with the City, with an increase of $48 per year thereafter.

Deferred Compensation
Employees may voluntarily contribute to this optional program at a minimum set by the plan administrator ($10 per check) or a maximum set annually by the IRS.
Pay Cycle
For pay purposes the work week begins at 12:01 am on Sunday and ends at midnight on Saturday. Employees are paid bi-weekly on Friday. If payday falls on a holiday, payday will be on the day preceding the holiday.
