Essential Duties and ResponsibilitiesThese duties include but are not limited to the following:
Administers the City’s payroll and payroll benefit systems with accuracy and efficiency.
Reviews and evaluates data prepared by others for accuracy, consistency, and compatibility with labor contracts, and adopted administrative policies.
Reconciles payroll reports and resolves discrepancies and suggests corrective action.
Balances and disburses payroll deduction payments to various agencies.
Monitors and reconciles payroll account balances.
Submits all monthly, quarterly, and annual payroll related reports including W-2 Forms.
Develops and completes appropriate forms for special wage/salary payouts and adjustments, or to correct and balance special situations.
Develops ad hoc reports from the Payroll system for various analysis and special accounting projects, as assigned.
Coordinates and interacts with federal and state agencies on issues pertaining to employee compensation, general deductions, benefits, and retirement.
Acts as a resource for labor union contracts and policies.
Conducts training sessions for departmental payroll representatives to explain payroll policies and procedures, and state and federal regulations and laws.
Actively analyzes labor contracts and policy updates to determine potential impact to the payroll system and administration.
Researches and recommends changes to the payroll system as needed.
Works closely with system programmers for maintenance and/or corrections to new or existing system modifications, when necessary.
Responds appropriately and in a timely manner to Public Records Requests, adhering to the City’s Public Records Management System rules, ensuring proper handling and treatment of confidential and sensitive information.
Provides backup support and assist in various accounting tasks and services, including but not limited to, the daily cash deposit posting and reconciling the City’s checkbook and bank statements; accounts payable processing; maintaining the City’s Asset Management System for capital assets transactions and records and physical inventory procedures; advance travel processing; and other accounting duties as assigned.
Researches payroll related records as directed by management.
Evaluates summary data prepared by others for accuracy, consistency, and compatibility with other elements of the City’s financial systems.
Assists in the preparation of the budget by extracting and analyzing payroll records.
Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies.
Responds quickly and appropriately to citizen or employee inquiries, requests for service, and/or complaints.
Reviews own work for accuracy and routinely detects and prevents errors or mistakes that would prove costly or could seriously disrupt a City service or project.
Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.

Diploma or equivalent AND five (5) years advanced, full-cycle accounting and payroll experienceORAn Associate’s degree in accounting, office management, business administration, or a related field AND three (3) years advanced, full-cycle accounting and payroll experience.

Qualifications:
Governmental accounting experience and experience with an agency that follows Generally Accepted Accounting Principles basis of accounting.
