The Assistant General Manager-Animal Services assists in the direction, management, and support of animal shelter operations, facilities, and personnel for the City of Dallas. This position leads the shelter unit to maximize lifesaving while prioritizing public safety and animal quality of life.
The Assistant General Manager-Animal Services assists in the direction, management, and support of animal shelter personnel for the City of Dallas with focus on animal care, husbandry, enrichment, pet owner support, and operational flow. This position provides leadership to maximize lifesaving while prioritizing public safety and animal quality of life and requires the ability to build a comprehensive strategy to ensure the unit meets goals, including program and process development and management, staff oversight and coaching, and data interpretation to effectively guide operational decisions. The successful candidate will possess strong internal and external communication, relationship building, project management, and leadership skills.
Essential Functions
1 Assists, supports, and facilitates the management and oversight animal shelter operations for the City of Dallas; ensures efficiency, competency, humane animal handling, effective field services, compliance, and professional personnel activities through management of subordinate managers.
2 Works with Assistant Director to establish and implement short and long range plans, goals, and objectives for the Animal Services division; develops strong schedules, priorities, and standards for achieving goals and coordinates personnel and facility activities to ensure success.
3 Participates in the development and implementation of the budget for the division ensuring all services are funded and supported financially; makes recommendations on budget needs based on previous year analysis and knowledgeable forecasting.
4 Oversees and manages all services compliance with Federal, State, and local laws and regulations for animal handling and services; ensures all staff are appropriately trained and educated to perform work and ensures facilities remain compliant with regulatory agencies.
5 Evaluates and reviews program activities; manages field, shelter, personnel, and general animal service evaluation and review; consistently identifies areas of needed improvement and facilitates corrective actions as needed.
6 Determines and identifies needed improvements and makes recommendations to optimize operations and animal services.
7 Represents the division when needed and communicates with executive stakeholders and staff to share productivity reports and other program success metrics; performs work in the Assistant Director’s absence
8 Performs any and all other work as needed or assigned.
Minimum Qualifications
EDUCATION:
High school diploma or GED.
EXPERIENCE:
Nine (9) years of experience in at least three (3) of the following areas:
Management of staff and/or program management
Developing/maintaining Standard Operating Procedures (SOP) and/or process improvement
Developing/coordinating programs to meet community needs and/or provide social services
Coaching/mentoring/training and/or goal setting
Inventory management
Statistical reporting/monitoring
Customer service and/or resolving complaints
AND
Two (2) years of animal related field, veterinary clinic, or zoo/aquarium experience; animal shelter experience preferred. (This experience may be included in the required experience listed above.)
AND
Two (2) years of supervisory/management experience. (This experience may be included in the required experience listed above.)
EQUIVALENCIES:
Associate degree in any field will substitute for two (2) years of the required general experience.
Bachelor’s degree in any field will substitute for four (4) years of the required general experience.
Master’s degree in any field will substitute for six (6) years of the required general experience.
Valid Basic Animal Control Officer certification will substitute for one (1) year of the required animal related experience.
Valid professional animal shelter/control related training and/or certification(s) from a State or National organization will substitute for one (1) year of the required animal related experience.
LICENSE and CERTIFICATIONS:
A current valid driver’s license and good driving record.
Must obtain a Basic Animal Control Officer certification issued by the Texas Department of State Health Services (TDSHS) within the probationary period.
Must obtain a Euthanasia certification issued by the Texas Department of State Health Services (TDSHS) within the probationary period.
OTHER REQUIREMENTS:
No felony drug convictions within the last 10 years
No animal cruelty convictions.
PREFERENCES:
Animal sheltering software experience is a plus.
Diversity, equity, and inclusion experience is a plus.
Community outreach experience is a plus

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
