Skills:
Minimum of Master Degree in Accounting, Business Administration or Finance from an accredited College. Extensive experience in cost accounting in managing grant receivables from federal, state and local funding sources.
Superior knowledgeable of computers with the ability to understand accounting systems, spreadsheets, pivot tables, and other financial data systems is required. Incorporates the use checklists to standardize grant folders to ensure efficient “Audit ready” methodology and internal control procedures. Excellent oral and written communication and well-developed presentation skills are required.
Knowledge of and experience with MIP accounting software is highly preferred.
Responsibilities Include but are not limited to:
Perform financial management duties including financial data, compiling, and submitting reports, analyze trends and assess financial health of the organization.
Provide oversight, guidance for Accountants Receivable Team Members to ensure adherence with Uniform Guidance, monthly expenditures-drawdowns/vouchers and fiscal reporting.
Review, Update and Monitor all grant-funded programs budgets, including the purpose, effectiveness, staffing methodologies, numbers served, types of participants, service delivery methods, and/or other relevant information.
Track and update all personnel allocation and Maintain a spreadsheet of personnel allocation by name, job title, funding source, allocation, contract period,
Conduct detailed personnel- and non-personnel cost analyses to determine effectiveness and appropriateness of expenditures, including alignment to and support of strategic priorities and goals, as articulated in grant applications.
Provide detailed monthly grant summary report and expenditure report forecasting budgetary expenses. Identify variations from the budget, pressures that may lead to variations and opportunities for savings/increased revenue throughout the year.
Perform quality assurance reviews on grant folders to ensure source documentation i.e., vouchers, notices of ward, approved budget, deletion report and other applicable documents, etc.
Upload Operating & Grant Budget to accounting system.
Assist the Director OF finance and CEO on the operating budget and monitoring of variances
Work closely with the Accounting Manager on schedules and internal controls to ensure accurate month end closing.
Met weekly with Revenue Cycle Manager to monitor the gaining AR buckets, hold buckets and implement corrective steps to improve collection and met or exceed patient collection benchmarks of 95% or greater.
Complete and submit financial reports and budgets to grant and ensure accuracy with data.
Provide CEO and Finance Director quarterly variance on budgetary line items to prevent low utilization of program resources.
Work closely with the Senior Director of Business Development to prepare grant documents including federal and state grant applications and amendments, and/or outcome reports regarding grant spend and impact.
Monitor budget implementation, including spending patterns, and assisting to address barriers or issues.
Continued education in understanding guidelines, procedures, and protocols on allowable and unallowable costs of federal and state grant funds.
Conduct data analysis and “desktop audit” protocols to actively review and monitor use of grants.
Ensure budget and grant administration adheres to Uniform Guidance and agency Financial Accounting Manual.
Supports other financial and operational requirements as need.
Coordinating and supporting program and financial audits.
Assist with pre-audit preparation activities.
Support the fiscal year end close.
Prepare and Update SEFA schedule monthly.
Other duties as assigned.
