Direct Hire Opportunity
Summary: The Contracts & Bid Financial Director will provide support to the Contracts & Operations Departments and report to the Vice President of FP&A. This position will have interactions with Senior Management, all Company Departments, Project Management and Equipment Managers, and with clients, both governmental and private. Candidate must be able to work on multiple projects with tight deadlines.
Qualified candidates will possess the following:
Mid-career management level with experience as an Investment Banker who may be looking for a new type of Financial role/career.
Expert level Finance Bidding experience
Heavy-duty analytical mindset
Understands the Risk side of business
Main Responsibilities:
– Financial Expert in Bid process and reviews
– Develop Bid Cost Rates
– Maintain Company’s Equipment Rates
– Review of Payroll Rates (Union, Non-Union and Prevailing Wage)
– Maintain, update and review Company’s Equipment and Payroll Rate Book
– Fleet Profitability of Dredges Analysis and Plant Rationalization
– Aid in preparation of Requests for Proposals and Request for Equitable Adjustments Certified Cost Packages, involving contract cost analysis, variance analysis, equipment and payroll rates and evidence collection.
Other Potential Responsibilities:
– Maintain Historical Cost Database
– ERP System Development for Contracts Department
– Apply for, maintain multiple general contractor/specialist licenses, and work on pre-qualifications for government agencies and private clients.
– Assist Legal Department with Contractual Legal Issues when they arise. Usually involves investigation of an issue in relation to contract or governmental regulations.
– Assist Offshore Wind Division with pre-qualifications, licensing, and other contractual or accounting items.
– Work with Accounting, Finance, and Project Site Management to track invoicing to client in order to increase collections and reduce outstanding receivables.
– Review of Small Business Plans, Policy and help with monthly and/or bi-annual reports to government clients. Maintain SB Reporting Module on ERP. Assist in transactional and vendor review before reporting period.
– Maintain, update and troubleshoot Government and Private Contract Systems that Company uses
– FAR and DFAR Review
– Budget and Variance Analysis.
– Other Special Projects as they arise.
– Must be able to work in an in-office work environment; at this time the in-office work personnel are working a -TEMPORARY- hybrid schedule of 4 days in the office and 1 day remote. Eventually, at company’s Management’s discretion, they will require all in-office work personnel to return back to working 5 days in the office on a “permanent” basis (this includes temp, temp to hire, & direct hire personnel).
Required Skills:
– Bachelors Degree in Accounting or Finance however, Masters in Finance or MBA preferred
– Must have 4+ years Investment Banking; someone that is in their mid-career as a hands on investment banker
– Must have heavy analytical experience (mind set of heavy duty analysis)
– Someone that has been involved in the biding process that has more of a finance background is preference
– Must understand the Risk Management side of business
– Some director level or management level leadership and business acumen a MUST
– Knowledge of financial forecasting
– Detail and results oriented
– Expert level problem solver and analytical
– Ability to take complex data and find the key metrics
– Desire to learn and grow in the role
– Strong communication and interpersonal skills
– Excellent written, verbal and communication skills.
– Excellent organization skills.
– Knowledge of FAR/DFAR HIGHLY preferred.
– Knowledge of ERP Systems Functionality
– Knowledge of Microsoft Office and Adobe Acrobat DC Required.
– Ability to manage and execute several tasks with tight deadlines.
– Ability to work in either a Team or an Independent setting, depending on project requirements.
– Ability to work across departments to get a task accomplished.
