TITLE: DIRECTOR OF BUSINESS SERVICES/CHIEF FINANCIAL OFFICER
QUALIFICATIONS:
Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
Five (5) years of experience in school business administration.
Possess excellent written and verbal communication skills.
The ability to work with a diverse group of individuals.
Ability to work independently and as a team player.
Proficiently use a suite of office software to include Word, Excel, PowerPoint, ect., Software Unlimited Inc., and other computer programs.
Ability to maintain high level of ethical behavior and confidentiality regarding district personnel and administrative business.
Any requirements to the above qualifications that the board may find acceptable and appropriate.
REPORTS TO: SUPERINTENDENT
PRIMARY FUNCTION:
The Director of Business Services / Chief Financial Officer (CFO) who will be responsible for the BSD Finance Division, including creating multi-year financial plans; ensuring that all schools have equitable access to available resources; providing insightful, accurate and timely financial analysis that supports policy formulation and decision making; maintaining internal controls to ensure that resource allocations meets appropriate legal requirements and that funds are used thoughtfully, responsibly, effectively, and ethically; and offering high levels of customer support and service both internally and externally. This individual will plan, organize, assign, direct and review the financial services functions of Brookings School District by working with the district Cabinet and Administrative team as well as the Brookings Board of Education.
PHYSICAL REQUIREMENTS:
Normal duties are sedentary at a keyboard and desk; bending; and making banking deliveries. Ability to lift 20 lb.
PERFORMANCE RESPONSIBILITIES:
1. Develop a multi-year financial forecast for all district funds including a budget that provides a framework for prioritizing resources and is sensitive to enrollment changes, collective bargaining, grants, organizational goals and priorities, and state aid.
2. Develop of a school-based per pupil resource allocation methodology that ensures an equitable distribution of resources to all schools and differentiates based on programmatic needs and includes characteristics of effective models of resource allocations.
3. In collaboration with the superintendent, provides support and management of the annual budget development process, including developing a work plan with key deliverables and developing options to ensure district resources support key district priorities and include in depth support to schools during the planning process, and analyze programs and policies to ensure the effective use of resources.
4. Coordinate closely with the Cabinet team members to ensure continuity in the various departments of the district.
5. Conduct an on-going review and development of financial policies and procedures and make recommendations to the superintendent for necessary policy and/or procedure improvements.
6. Develop and implementation of an effective process for periodic monitoring and control of school and department budgets and spending by working collaboratively with building principals and cabinet members.
7. Leverage technology to provide greater efficiencies in budget management and customer service.
8. Directs and reviews the administration of financial activities involving the preparation, administration, and control of the annual budget and all special fund budgets.
9. Directs and reviews the administration of financial activities pertaining to the budget development and administration, including maintenance of financial and position records and controls and functional supervision over financial management of student body activities in all schools.
10. Maintain integrity of confidential information relating to learners, staff, or district patrons
11. Directs and coordinates the timely and accurate development of district-wide operating and capital budgets, the expenditure and auditing of all funds, and preparation of financial statements.
12. Directs and coordinates the development of budgets for all departments within areas of responsibility and controls expenditures within approved budgets.
13. Provides information regarding business services to the cabinet team.
14. Provides direction and guidance to key subordinates in assessing the District needs for business support services and in the development, implementation, and control of plans and programs to meet them.
15. Provides guidance and leadership to directors, department coordinators, principals and staff in assigned areas of responsibility, and consults and coordinates with other departments to ensure cooperative program delivery.
16. Works to promote the establishment and maintenance of a partnership between educational programs and business services.
17. Coordinates District programs with other districts; local, State, and Federal agencies, and groups involved in assigned areas of responsibility.
18. Prepares and communicates necessary plans and reports to the Superintendent, Board, and other administrators.
19. Provides leadership and support within the District Office for team members in all business services.
20. Interviews, selects, recommend hiring and termination of key business services employees, and evaluates performance.
21. Coordinates investments, banking, auditing, and bond counsel with private contractors or agents.
22. Acts as District’s contract agent; reviews and signs all contracts, leases, sales, etc.
23. Participates in evaluating and acquiring District properties and in developing new facilities.
24. Advises the Superintendent and provides consultant service to staff on all matters related to business services.
25. Assists with collective bargaining relative to cost analyses and funding.
26. Directs and supervises auditing of all funds, including special and student body funds.
27. Establishes and directs the maintenance of an accounting system consistent with State and Federal Laws, regulations, rules and District Policy.
28. Optimizes interest earnings on District funds; provide analyses and forecasts of resources and expenditures.
29. Plans, makes recommendations, and direct bond issuance and debt management.
30. Attends assigned staff meetings; prepare informative reports and participate with other executive staff in organized planning.
31. Assures a system of effective financial reporting by directing the preparation of regular financial reports to the Superintendent.
32. Contributes to positive community relations by working as a collaborative leader and assisting with resolution of finance related public inquiries and concerns.
33. Performs such other related duties as may be requested by the Superintendent.
TERMS OF EMPLOYMENT:
The Board shall offer a contract with wages and benefits to be determined by the board.
EVALUATION PROCEDURE:
Performance of this position will be evaluated by the Superintendent.
