Strong preference to those holding a degree as a Certified Public Accountant (CPA) or Masters in Business Administration (MBA).3.More than 5 years of relevant experience in high-level administration preferred; experience in educational setting preferred.4.A thorough knowledge of accepted accounting principles and practice and school district and school building-based budgeting practices.5.Proven ability in financial management.6.Ability to use and oversee financial reporting systems, familiarity with Tyler Technologies IV Budget System preferred.7.Strong oral and written communication skills.8.Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.REPORTS TO: Superintendent of SchoolsSUPERVISES: 1.Facilities2.Business Office Personnel3.School lunch and transportation systemsJOB GOAL: To administer the Districts financial operation, management information systems and administrative support systems efficiently and effectively so as to provide the best possible educational services with the resources available.PERFORMANCE RESPONSIBILITIES: 1.Responsible for oversight of all financial accounting systems including financial forecasting and reporting, budget preparation, cash flow reporting, invoicing, accounts payable and receivable, payroll, bank reconciliations, year-end financial reports, Federal, State and local reports, data surveys, Statewide UCOA (Uniform Chart of Accounts) and auditing. Arranges for the internal and external auditing of all school accounts and financial procedures and acts as the budget control officer.2.Provides oversight and monitoring of all business office functions through the office of the school department Controller. Functions include all revenue funds, fixed assets inventory, purchasing, accounts payable, accounts receivable, benefits, and payroll.
3.Coordinates the preparation of and oversees the annual operating and capital improvement program budgets of the District in accordance with RI Department of Education regulations and other RI State laws. Servers as lead school department employee working with BWRSD building committee responsible for the construction and/or modernization and renovation of school department buildings.4.Prepares and administers School Department Capital Improvement Plan and is responsible for all RIDE reporting requirements relative to the capital needs of the District.5.Functions as the Districts liaison with all local, regional, State, Federal and private funding and financial oversight authorities.6.Assumes responsibility for the entire procurement cycle, including the bid process, in accordance with existing procurement procedures and policies.7.Administers the District’s insurance and asset protection programs. Serves as School Department Risk Manager in all insurance matters including coordination of insurance risks. Oversees and administers all insurance contracts and applications.8.Directly supervises the daily operations of the payroll function, food service operation, transportation and facilities function.9.Supervises and evaluates all Business Office personnel; assists in the recruiting, screening, hiring and retaining of personnel for positions in the Business Office.10.Develops policies and procedures as necessary to support the operations of the Administrative Services function and ensures compliance with existing school committee policies and procedures.11.Attends School Committee meetings, budget meetings, budget workshops and other meetings as requested by the Superintendent of Schools.
