Arch Staffing and Consulting has partnered with a leading Transport organization in their search for an Capital Project Manager (Capital Development) role in the state of Washington.

Synopsis:
Responsible for planning and managing assigned capital projects within the constraints of scope, quality, time, and cost, to deliver specified requirements and meet customer satisfaction. Position is responsible for writing proposals, estimating costs, developing budget proposals, developing schedules, drafting contracts, overseeing consultants, and interacting with staff, consultants, and members of the public for assigned projects. Position requires strong project management and communications skills, the ability to coordinate with both internal and external committees, understanding of contract administration and oversight in a public setting, and the ability to ensure all aspects of the project mature in the same timeline.
The capital program includes planning and construction of multimillion dollar transit infrastructure projects such as transit centers and stations, park and ride facilities, operating/maintenance bases as well as new initiatives such as bus rapid transit and transit oriented development.
Synopsis
1. Research, document and refine project scope, business case, and requirements for assigned projects. Ensure that all technical, operational, regulatory, business and customer requirements are effectively addressed.
2. Develop project implementation plans including work breakdown structure, schedule, cost estimates and contingencies. Develop and recommend project budget. Establish baseline project plans and forecasts. Establish schedule and budget controls. Facilitate project risk reviews and develop appropriate contingencies and mitigation.
3. Procure and manage all necessary consultant services according to company procedure. Coordinate, direct and monitor the work of consultants and contract engineers. Approve or recommend all required commitments. Sign contracts, purchase orders, and task orders per company policies and procedures. Review and approve appropriate project expenditures including contractor requisitions and invoices. Prepare and approve change orders per company policies. Liaise with suppliers and contractors. Review and approve deviations to the project plan and engineering design. Track and manage contractor work to successful completion. Conduct quality assurance and quality control as appropriate.
4. Ensure all regulatory requirements are met including federal, state, and local requirements for right of way acquisition, environmental impacts, design/build, permitting, workplace safety, public involvement etc. Organize and administer staff, contractors, and agencies to obtain necessary permits and approvals; negotiate improvements and use with authorities and property owners.
5. Monitor project implementation, report status, and adjust plans as necessary to accomplish project. Communicate status, issues and risks to project stakeholders including the CEO and Board of Directors. Manage and communicate tradeoffs between scope, quality, time, and cost.
6. Prepare short term plans as project progresses. Develop and Implement plans to mitigate construction impacts on transit service, traffic flow, local communities, and agency employees.
7. Coordinate and manage all resources devoted to the project. Assemble and lead a project team consisting of all appropriate stakeholders and contributors including agency staff, engineers, local/federal/state representatives, consultants and community leaders. Direct and motivate staff and consultants on the project team. Schedule and lead project meetings with contractors, staff, and external agencies to secure input and provide direction. Communicate effectively with architects, engineers, permitting authorities, funding authorities, private developers and internal staff.
8. Complete projects in a professional manner meeting budget, schedule, quality, and safety objectives as planned. Ensure satisfactory transfer of control upon project completion. Complete project closeout in a timely manner and prepare end of project report.
Minimum Qualifications
Associate Capital Project Manager
* Bachelor’s degree in Engineering, Construction Management, Public Administration or related fields providing strong project management background. Project management certification desired.
* 1-2 years of experience managing complex projects from planning phase through construction including contract administration and oversight
* 1-2 years of experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
* 1-2 years of experience quality assurance and coordination with staff and contractors engaged in program development, procurement and implementation of equipment and systems.
* Public sector experience preferred especially planning and construction of transit and transportation infrastructure.
Capital Project Manager (Pay Range: $98,043 – $137,259)
* Bachelor’s degree in Engineering, Construction Management, Public Administration or related fields providing strong project management background. Project management certification desired.
* Three years of experience managing complex projects from planning phase through construction including contract administration and oversight.
* Three years of experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
* Three years of experience quality assurance and coordination with staff and contractors engaged in program development, procurement and implementation of equipment and systems.
* Public sector experience preferred especially planning and construction of transit and transportation infrastructure.
Senior Capital Project Manager (Pay Range: $106,551 – $149,172)
* Bachelor’s degree in Engineering, Construction Management, Public Administration or related fields providing strong project management background.
* Five (5) years of experience managing complex projects from planning phase through construction including contract administration and oversight.
* Five (5) years of experience organizing, presenting, facilitating, and negotiating with diverse stakeholders and user groups.
* Five (5) years of experience quality assurance and coordination with staff and contractors engaged in program development, procurement and implementation of equipment and systems.
***An equivalent combination of education, skills, and experience sufficient to successfully perform the essential duties of the job such as those listed above may be considered.***
Entry Requirements for: Knowledge and Skills
Knowledge:
1. Principles and practices of project management including scope development, cost estimating, scheduling, construction management and project control.
2. Federal, state and local legislation and regulations governing land use, environmental impact, construction and transit operations.
3. General principles and practices of transportation planning, transit operations, and infrastructure design including design for bus and auto operations, pedestrian access and safety, aesthetics and integration into local community, administrative and maintenance facility design.
4. Common budgetary practices.
5. Contract administration.

The evaluation process may include interviews, background checks, reference checks and various performance tests.
