Principal responsibilities include:
Provide leadership guidance to a team, with a focus on supporting enhancement of staff skills through training and mentoring as well as business process improvement.
Prepare monthly, quarterly and annual financial statements, footnotes, management’s discussion and analysis timely and accurately according to accounting principles and standards.
Prepare routine or ad-hoc specialized reports for the Board of Governors, Department of Health Care Services (DHCS), Department of Managed Health Care (DMHC), State Controller’s Office (SCO) and any regulatory agencies.
Manage external financial audit.
Work closely with Financial Planning and Analysis team on joint reporting projects and tasks.
Monitor and research accounting standards and evaluate impact to the organization.
Lead ad-hoc process improvement projects, accounting system implementation changes or upgrades.
Assist in the month-end close including preparation and review of journal entries and account reconciliation.
Assist in preparing and updating accounting policies and procedures related to financial reporting and other accounting matters as needed.
Support treasury function and cash management.
Participate in reviewing work of other accounting and finance staff, including but not limit to revenue analysis, accounts receivable, payroll and accounts payable.
Participate in leadership development, coach staff members and review work of staff.
Respond to requests from executives and regulators for ad-hoc analysis of financial data.
Collaborate with department leadership and staff in review of current polices and processes as part of business process improvement.
Develop and recommend solutions for problems or situations, including suggestions for avoiding unnecessary expense and responding to new regulations and requests for information.
Complete other duties as assigned by Controller, CFO or other executives.

MINIMUM QUALIFICATIONS:
EDUCATION OR TRAINING EQUIVALENT TO:
A. in Business Administration, Accounting, or related field or equivalent experience.
CPA or working towards licensing preferred.
MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:
Three years of supervisory experience
Seven years’ experience in financial reporting or similar role.
Five years’ experience in Health Care – preferably Managed Care and Medi-Cal.
SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE):
Ability to effectively communicate to different levels of the organization both written and verbal.
Proficient understanding of information systems and data.
Ability to manage projects effectively and efficiently.
Proven leadership in project implementation.
Proficient understanding of healthcare and/or insurance industry. Know the general business processes in healthcare and how they affect an organization. Understand some of the regulatory requirements for HMOs. Understanding of Managed Care and Medi-Cal payment models is preferred.

Well organized, detail oriented, a team player.
Advanced experience in use of MS Office products including Word, Excel, PowerPoint, Outlook.
Able to facilitate meetings and make presentations before groups of management and staff.
Ability to gather, read, analyze, and interpret complex financial/operating data and create accurate meaningful financial information for financial reporting and decision support.
Plan and complete tasks to a high standard on time.
Ability to effectively manage competing priorities and daily tasks.
Salary Range: $143,453.67 – $215,180.51
