Position Overview
The Finance Manager will be involved in a full cycle of the Joint Venture (JV) accounting activities that will resulted in the month-end closing cycle and prepare the monthly financial review (MFR) with JV members. This position will touch on every aspect of accounting and Financial Planning & Analysis (FP&A) including but not limited to accounts payable, accounts receivable, general ledger, month-end closing activities, and conduct the MFR with JV member executives. Primary responsibilities are described below.
Responsibilities / Duties
Management
Manage ongoing performance, growth, and development of the Financial Administrator.
Maintain the Joint Venture policies and procedures.
Maintain the comprehensive system of controls and overall financial accounting functions
Promote an environment of excellent customer service and continual process improvement.
Transactions
The Finance Manager position is responsible for supervising a Financial Administrator which oversee the organization’s accounts payable and receivable functions to ensure accurate and timely processing of related tasks.
The position is responsible for the proper recognition of all revenue and expenses in accordance with GAAP, CAS, and FAR requirements.
The Finance Manager is the department liaison and managing and extracting financial data related to the organization.
The Finance Manager is responsible for reconciliation of monthly financial accounts including but not limited to operating accounts and line of credit along with the posting of related entries.
The Finance Manager also handles calculating and recording for deferred revenues.
Set and track financial Key Performance Indicator (KPI’s).
Report on financial status on a regular basis and create ad-hoc reports when needed
Maintain accurate and up-to-date filing systems
Perform internal audits and assist with external audits
Compile monthly financial reporting package and present to leadership team
Ongoing variance analysis
Maintain compliance with government contracting standards and requirements.
Supervise and mentor one direct report
Other duties as assigned by the AITC CFO.
Reporting
Deliver timely and accurate financial data across the Joint Venture.
Conduct monthly program management reviews to ensure that all significant accounts are materially correct. Assist functional leaders in reviewing financial reporting data that provides concise and meaningful information.
Coordinate and manage financial audits, including interaction/correspondence with external agencies including DCAA, DCMA, IRS, outside CPA firms, and other regulatory agencies.
Compliance
Monitor compliance with debt covenants and multi-state government filing, tax reporting, and payment requirements.
Support state and federal filings. Assist and/or review preparation of tax and other government filings.
Maintain compliance with government contracting standards and requirements.
Planning
Assist in annual indirect rate budgets provide reporting and support development of forecasts.
Monitor and report project variance and implement controls to guide project financial performance improvement.
Support as needed, business development activities by reviewing pricing for proposals.
Research technical accounting issues.
Assist in annual budget

Minimum Requirements
Bachelor’s degree in Accounting or Finance
Minimum 5 – 7 years’ experience working for a Government Contractor, supporting Federal Contracts in an accounting capacity.
Experienced with various contract types (FFP, T&M, CPFF).
Joint Travel Regulations (JTR) DoD knowledge.
Excellent computer skills, including QuickBooks, Deltek Costpoint software and Microsoft Office Suite.
Aptitude for numbers and exceptional commitment to accuracy.

Physical Demands
Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.
Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances.

Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading.
