improving the enabling environment for equitable and sustainable health services, supplies and delivery systems through policy development and implementation; adequate, predictable, and sustainable financing; enhanced government stewardship, transparency, and accountability; and an engaged and informed civil society prepared to advocate for improved systems and outcomes. PROPEL will emphasize voluntary, rights-based FP/RH, and FP/RH integration with MCH and HIV/AIDS and will work across health systems and development sectors to achieve results in FP/RH demand, uptake, and improved health outcomes. Round 2 will have a specific focus on policy, advocacy, financing, and governance (PAFG) unique to fragile settings, including responses to country epidemics or global pandemics such as COVID-19.

Purpose: The Administration & Finance Director will oversee the sound and transparent finance and administration of USAID/PROPEL funds by providing accounting and financial management in compliance with USAID and Action Against Hunger rules and regulations, and country and local finance, human resources, and logistical legislations.??

Engagement: S/he will work closely with the Project Director, the project Technical Deputy Directors, Action Against Hunger network and external partners, Action Against Hunger USA Award Management team, the project Monitoring, Evaluation and Learning (MEL) team, external stakeholders, relevant country teams, and USAID Missions.

Key activities in your role will include

• Essential Job Duties

• Oversee all aspects of Project financial management, including adhering to Action Against Hunger financial systems, budgeting, expenditure tracking, financial reporting, accounting, and cost share tracking and reporting;

• Ensure continual review of internal and strategic controls, proper and timely communications, evaluation of risk assessments and maintenance of documentation on Action Against Hunger’s SharePoint;

• Develop project budgets with stakeholders and relevant support teams and monitor budget pipelines;

• Lead development of the project’s sub-awarding component, including development of transparent procurement processes in cooperation with Action Against Hunger’s procurement office; sub-awardee expenditure tracking; sub-awardee capacity-building in fund management and reporting; etc.;

• Provide timely and accurate financial reports to Action Against Hunger USA as required;

• Support sub-award recipients as needed to ensure compliance, sound financial management and operations;

• Ensure that sub-award recipients, and consultancy documents and procedures are executed in a timely manner and comply with Action Against Hunger USA and USAID policies and regulations;

• Preparation/coordination of monthly budget;

• Prepare project quarterly and annual expenditure reports and prepare project pipeline estimates;

• Maintain good working relationships with officials, government ministries, implementing partners, and the international and local NGO community;

• Monitor country-level expenditures in cooperation with implementing partners, identify and monitor implementation of any corrective actions needed; and

• Coordinate closely with the Action Against Hunger teams, external partners and country offices on administrative and financial matters and supporting risk mitigation measures.

Do you meet the profile required criteria?

• Required Qualifications

• Master s degree in accounting, finance, commerce or a related field, with at least ten (10) years’ experience working with financial systems of complex international development projects/programs

• Required Skills & Experience

• Extensive financial and administrative experience working with US, international and/or host country non-governmental organizations;

• Demonstrated experience (with progressively increasing responsibility) in managing financial and administrative systems and operations of development assistance programs; in budget preparation and analysis, financial reporting preparation and presentation, and the proven ability to translate technical financial data into informative reports.

• Has solid knowledge and experience with the US government Office of Management and Budget’s (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called “Uniform Guidance”) financial, contractual, and administrative regulations including 2 CFR 200 and Standard Provisions, policies and practices, and reporting requirements;

• Experience and understanding of generally accepted accounting principles, financial reporting, accounting systems, and budget development and administration is required.

• Ability and willingness to travel internationally up to 35%;

• Willingness to support the humanitarian principles of Action Against Hunger;

• Excellent oral and written communication skills, with fluency in English required. Fluency in an additional language is preferred but not required.

• Must be authorized to work in the US if not US citizen.

• Supervisory Responsibilities

• The Administration & Finance Director will be the direct supervisor of the Project Finance and Grant Manager assigned to the project and will interact/collaborate with the finance teams that will be engaged for the management of the buy-in at the country level.

• Working Conditions, Travel and Environment

• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the country offices, country security, or other obligations.

• Must be able to travel as required for standard domestic and international business travel as well as to the country offices if appropriate. While visiting those countries, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.
