The Fleet & Registration Services Manager will lead compliance and regulatory services for the Oneida Service Bureau, working with internal and external parties to secure licenses to drive motor vehicles, registrations, and/or titles of motor vehicles. The Fleet & Registration Services Manager will also provide general operations and compliance oversight for the Oneida Indian Nation’s fleet of vehicles. Fleet Management responsibilities include coordination for purchase or lease of new vehicles and the disposal of end of life vehicles, timely registration of vehicles and renewals, coordination of vehicle insurance, preventive maintenance, NYS inspections, and the scheduling of service with Turning Stone Car Care. The Fleet & Registration Services Manager will work collaboratively with the Nation’s Legal Department, Supply Chain, Car Care and other areas in ensuring compliance and will provide a high level of service to registration clients.
Duties & Responsibilities:
Processes DMV registrations within NY DMV systems, providing a high level of service and accuracy for registration clients
Ensures that all documents pertaining to the assigned transaction are complete and accurate
Records information and ensures data quality in multiple record-keeping systems (manual and electronic) including but not limited to Dealertrack, Verifi, etc.
Manages the overall administration and operation of the organization’s fleet of vehicles, providing conscientious oversight to protect the Nation’s significant investment
Works collaboratively with Supply Chain to initiate the vehicle acquisition process, including completing and routing Capital Expense and Vehicle Request Forms, and coordinating justification forms and Purchase Requisitions
Works directly with Dealer in finalizing sales after procurement process; coordinates with multiple internal departments including Legal, Accounts Payable and Insurance to complete purchase
Manages registration and licensing processes, compliance and renewals for all fleet vehicles; coordinates directly with the DMV as necessary for replacement plates, renewals, and inquiries
Oversees vehicle disposal whether through direct sale or auction and ensures all insurance and registration items are resolved and finalized at sale
Creates expense reports to track and pay renewed registrations; distributes paperwork accordingly to ensure all vehicles are within compliance
Monitors, tracks and distributes information for all nation vehicle state inspections; communicates with departments and Car Care to schedule timely inspections to ensure compliance
Collaborates and communicates with Car Care and internal departments to monitor, track, and coordinate preventive maintenance schedules as well as manufacturer recalls for fleet vehicles and equipment
Collaborates with Legal Department to ensure in-force insurance coverage on all vehicles and processing of any insurance claims and coordination of repairs
Maintains data for all vehicles within maintenance/fleet management system
Coordinates any additional required inspections and preventive maintenance for pieces of heavy equipment, commercial trucks, busses, etc.
Coordinates any required permits and renewals
Minimum Qualifications:
At least 3 years’ experience in a leadership role in fleet management in a commercial setting; advanced knowledge and experience with vehicle title and registration processes and DMV relationships
Bachelor’s Degree in business, supply chain or related field or equivalent leadership experience in fleet management role
Strong organizational and follow through skills, with great attention to detail required
Excellent verbal and written communications skills required to interact with internal departments, regulatory contacts, and clients
Experience and knowledge of Microsoft Office Suite as well as prior experience working in software platforms such as Fleetio, Dealertrack, Verifi and or related programs
Availability to work Saturdays and to adjust schedule to meet business demands
Valid driver’s license required
Ability to obtain and maintain required licensures required for Private Service Bureau employees
